Description
The 96th Contracting Squadron, Eglin AFB, FL, is soliciting to identify sources that are capable of performing. Sources are sought to provide all services and work to apply Velpar ULW herbicide by HELICOPTER ONLY. The work shall be done on the Eglin Air Force Base reservation, on a minimum of 1,000 and a maximum of 9,000 acres of forested habitats and land Test Areas (TAs), as specified in this SOW, on specified treatment areas. The Contractor shall perform all work and furnish all personnel, labor, materials, equipment (including safety equipment), tools, chemicals, transportation, and supervision required to safely and effectively apply Velpar ULW on specified areas, while protecting sensitive areas and habitats. Aerial application shall be by helicopter only, using differential GPS (Geographic Positioning System). This work shall be accomplished May 2006. Contract performance for aerial application requirements will include: Aerial Applicator License and Certification - All Aerial Applicators shall hold a current Florida Commercial Use Pesticide Applicator?s license and Aerial category; the alternate requirement is that all applicators hold DoD Aerial Applicator certification. A copy of the license shall be submitted prior to the issuance of the Notice to Proceed. Experience in Aerial Application -The Contractor?s Aerial Applicator and Helicopter Manager shall have a minimum of 3 years experience in aerial application. The Contractor shall provide a description of this experience prior to bid acceptance. Differential GPS for Aerial Application-The Contractor?s Aerial Applicator aircraft shall be equipped with differential GPS. The aircraft GPS shall be used to determine aerial herbicide application location, pattern, and rate. The Contractor shall use a single-pass pattern with no overlap. The Contract Aerial Applicator shall use the Air Force?s GPS and GIS electronic files to determine treatment areas. The Contractor shall coordinate with the Air Force to ensure compatibility (projection and coordinate system) of the electronic files with the aircraft GPS. This coordination shall be at least 7 calendar days prior to the Notice to Proceed. DuPont-modified Simplex ULW Applicator-Herbicide shall be applied with a DuPont-modified Simplex ULW Applicator. The Contractor?s Aerial Applicator shall have the DuPont-modified Simplex ULW Applicator in its possession at the time of agreement to perform work. At least 7 days prior to the Notice to Proceed for aerial application, the Contractor must present a pattern analysis (using the DuPont Pattern Analysis System) of their equipment that has been reviewed by DuPont and deemed satisfactory. The North American Industry Classification System (NAICS) code for this acquisition is 115112 with a small business size standard of $6.5M. Please identify your business size in your response based upon this standard. Vendors must be registered in Central Contractor Registration (www.ccr.gov) before award can be made.
