- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Government does not intend to award a contract on the basis of this synopsis or to otherwise pay for the information solicited under this synopsis. This is NOT a request for proposal or an invitation for bid, merely a request for information only. The Government is interested in obtaining information from industry in the form of conversion of a hard pipe hydraulic piping system from Military Grade 5606 to SKYDROL Hydraulic fluid. This system will be utilized in support of the Airborne Laser Program located at the Birk Flight Test Facility (BFTF) to supply hydraulic power to the program assets. The ABL aircraft is a commercial grade air vehicle that utilizes SKYDROL Hydraulic fluid to support aircraft fluid power requirements. The current system within the Bay area of Building 151 was utilized to support military aircraft with Military Grade 5606 hydraulic fluid. SKYDROL is in compatible with the seals and gaskets utilized in a 5606 system. The contractor needs to have an understanding of hydraulic principles and component as well as be able to provide technical and mechanical understanding of the system and fluid properties and requirements. The work required is to Remove all 5606 hydraulic fluid from system and properly dispose of material as directed by local, state, and Federal guidelines. Replace all o-rings and gaskets with SKYDROL compatible material. Replace/repair/flush hoses piping and accumulators to a standard compatible with SKYDROL. Pressure test system and repair all leaks as required. Flush system until and acceptable SKYDROL sample is obtained. Acceptable in terms that system is free of and residual 5606 and SKYDROL sample is suitable for aircraft applications. Release system for utilization by ABL program for aircraft serving and support. Request any interested parties submit a letter or email to the Government points of contact identified below. Request the submissions include a Rough Order Magnitude (ROM) estimate to complete the work described above. The ROM will not be used for evaluation purposes for the intent to award a contract, nor will any party submitting a ROM be liable for any cost/price date within the ROM. This data is for informational purposes only. Submissions will be due no later than Close of Business (COB) 2 May 2006 at 4 pm PST.
