Contractors shall refer to the actual solicitation for the exact closing date. Anticipated Solicitation issue date: 28-Apr-2006: The approximate response date of the solicitation 28-May-2006. Anticipated award date: 15-Jun-06: Written and electronic procedure will be used for this solicitation. Export Control, see Numbered Note 8. Contractors must be registered in ORCA prior to award. Contractors may access ORCA at http://www.orca.bpn.gov. First Article (FA) required in accordance with criteria established in the solicitation. A firm-fixed price Buy is anticipated for this requirement. No telephone solicitation requests will be accepted. NOTE: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. No telephone requests will be accepted. Contractors must obtain a copy of the solicitation from the FedBizOpps website. This office no longer mails solicitations. Data may be obtained from the TeDs website at www.dodteds.com once the solicitation has been issued. NOTE: An ombudsman has been appointed to hear concerns from offerors or Potential offerors during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program manager or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
