Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. This solicitation will be issued in electronic format only and will be available on or about 02 May 2006; no other media will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: The scope of this project is the design and construction of repairs and renovations to Buildings: 3105, 3210, 3240, 3245, 3305, 3335, 3405 and 3425 in the Sand Hill Area of Fort Benning, GA. All of these buildings are infantry train ing barracks and may be occupied during the renovations. Repairs and renovations include: replacing and upgrading electrical distribution panels, replacing inoperable and broken windows and screens; replacing worn & broken stair treads; replacing doors, f rames, and door hardware; renovating gang latrines to prevent mold & mildew problems; adding thru-wall-heat pumps in the BEQ rooms. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTOR 1: OFFEROR PAST PERFORMANCE INFORMATION: This factor is equal in importance to factor 2 and is more important than factors 3 and 4. FACTOR 2: C ORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is equal in importance to factor 1 and is more important than factors 3 and 4. FACTOR 3: TECHNICAL APPROACH NARRATIVE: This factor is equal in importance to factor 4. FACTOR 4: MANAGEMENT EFFECTIV ENESS: This factor is equal in importance to factor 3. On 15 February 2006, the U.S. Army Corps of Engineers, Savannah District, implemented a new procedure for posting all NEW solicitations. The Electronic Bid Solicitations (EBS) system is no longer being used to post solicitations. The new system, called Fed eral Technical Data System (FedTeDS) http://www.fedteds.gov, is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be regist ered in FedTeDS before they will be allowed to download solicitation information. You are urged to read the FAQs posted on the FedTeDS website to better understand this new process. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). Options may be included in the contract. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The e stimated magnitude of this project is more than $10,000,000.00. Network Analysis System will be required. This project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisi tion Regulation (FAR) Part 15.101-1.
