Description
The Department of Interior/Minerals Management Service along with The Rocky Mountain Regional Cooperative intends to issue a solicitation for the following Services: The services to be acquired under this contract provide a mechanism for various support services tasks, studies and projects to be performed for other federal government agencies through the RMRC. The Contractor is expected to become familiar with the mission and responsibilities of the federal agencies served under this contract. Services to be performed shall be non-personal and not inherently governmental. This acquisition does not cover research and development, construction or architect-engineering services. The Government will issue fixed price performance based (FFP), Time-and-Materials (T&M) and Labor Hour (LH) task orders to the Contractor for individual tasks or projects. Each task order will specify the task statement of work, location, quality assurance plan and any contractual terms applicable to the task order. The Contractor shall provide all necessary labor, supervision, materials and equipment, and management to accomplish the identified task/project. The Contractor is responsible for providing timely performance and quality personnel in pursuit of work efforts detailed all individual orders. Task orders will specifically define the scope of the project and schedules of deliverables (if applicable), along with performance standards. The Contractor shall perform this work only as required in task orders as issued by the government. The Contractor is advised that it is not possible to determine the precise types or amounts of services that will be ordered during the term of the contract. The time of issuance and the amount of work in task orders cannot be accurately predicted although there is some assurance of a steady stream of work. The Government will make every effort to give the Contractor advance notice of the requirements, but the services for which this contract will be used often address immediate needs involving short notice. The labor category resources will be used to provide services such as Engineering, Technical, Professional, Administrative Support, and other General Services and Support requirements outlined in individual The Contractor shall provide a highly motivated, dedicated, professional staff to perform non-personal services, applicable to the Schedule awarded, to support programs with disciplines consistent with RMRC responsibilities. The disciplines include, but are not limited to, the following broad categories: " Acquisition Support " Administrative/Clerical Support " Automatic Data Processing Support " Engineering Support (Professional) " Financial Support " General Services and Support " Health and Welfare Support " Information Management Support " Logistical Support " Maintenance and Repair " Materials Handling " Mechanical and Maintenance Support " Program/Project Management Support " Technical Support " Test and Analysis Support " Training " Transportation Management Support The scope breaks down into 3 separate schedules as follows: Schedule I - Engineering, Technical, Professional and Specialty (non-DOL) Services. The NAICS code for this schedule shall be 541330, Engineering Services; size standard $25 Million. This schedule is 100% set aside for 8(A) businesses (Exempt). Non-personal Services for Engineering and Related Fields for Professional, Technical Skilled Trades, and Support Occupations: This schedule includes occupations working in engineering, construction, facilities management, and related specialties at professional and technical support levels. Interested 8(a) firms should request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program upon the tentative issue date noted within this announcement. Schedule II - Administrative Services. The NAICS code for this schedule shall be 541611 Administrative and General Management Consulting Services, size standard $6.5 million. This schedule is 100% set aside for HUB Zone small businesses (Non-Exempt). Non-personal Services for Administrative, IT, Accounting, and Financial Support Occupations. This schedule includes occupations working in accounting, financial operations, computer operations and programming, drafting, housing administration, engineering technicians, data entry, and nursing. Schedule III - General Trade, Transportation, and Light Industrial Technical Services. The NAICS code for this schedule shall be 493110, General Warehousing and Storage, size standard $23.5 million. This schedule is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (Non-Exempt). Non-personal services for General Technical Trades, Transportation, Light Industrial, and Support Occupations: This schedule includes occupations concerned with a variety of general trades, warehousing, transportation, and industrial support. The Contractor shall employ hiring and retention practices that ensure the Contractor is able to identify, screen, place, monitor, train and retain qualified candidates to fulfill service requirements under this contract. The Contractor shall provide English-speaking (unless otherwise indicated in the task order), skilled personnel, with the supervision/management and administrative services necessary to successfully meet Government requirements. Contractor personnel shall be United States citizens. The Rocky Mountain Regional CASU (RMRC) is part of the National CASU network (www.casu.gov) and is hosted by the Department of Health and Human Services/Program Support Center (www.psc.gov). RMRC provides for both long and short term non-personal support services to many government and quasi-government agencies on a nationwide basis (including Alaska, Hawaii and US territories and possessions). Solicitation No. 0206RP27946 The government intends to make multiple awards. Contracts shall be one base year with four additional one year option periods. Place of performance is the Continental United States, Alaska, Hawaii and all US territories and possessions. Estimate magnitude of all awarded contracts cumulatively is $100 Million over five years.
