Description

The Naval Research Laboratory (NRL) intends to negotiate with Coherent Systems International, Corp, 21945 Three Notch Rd , Suite 100, Lexington Park, MD 20653-1562 on an other than full and open competition on Software Development Services, including development of low-level Resource Allocation Manager and maturation of the Advanced Multifunction RF Concept (AMRFC) program that began in 1998. The statutory authority is 10 USC 2304(c)(1) and FAR 6.302-1 (a)(2)(iii) only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this contract is for software development services to support the maturation and transition of the AMRFC core infrastructural software to the MFEW Advanced Demonstration Model (ADM) currently being developed to be delivered to the Navy in 2007. Through market research, NRL has concluded that Coherent Systems International Corporation is the only company that can provide this service which is not expected to be recovered through competition and would also result in unacceptable delays in fulfilling the agency's needs. This notice of intent is not a request for competitive proposal. See Note 22.
