Description
The US Environmental Protection Agency (EPA) has a requirement for chemical procurement and management services in support of the Office of Research and Development National Center for Computational Toxicology's ToxCast prioritization of environmentally relevant chemicals effort. The effort will involve services to include procurement of the chemicals, preparation of stock solutions, aliquot of chemical samples into well daughter plates, preparation of dilution series of chemical samples, and shipment of well plates to specified locations within the U.S. This synopsis represents the chemical procurement and management services requirement previously published under SOURCES SOUGHT SYNOPSIS PR-NC-06-10151, entitled ?HIGH-THROUGHPUT SCREENING (HTS) AND TOXICOGENOMIC SERVICES. This Pre-Solicitation synopsis is only for the effort represented by P#1 in the Summary Abstract document. The other services P#2 through P#8 will be represented by Sources Sought Synopsis PR-HQ-06-14395, Contracting Officer: John Nanartowicz, to be posted on Fedbizopps and the EPA Headquarters website http://www.epa.gov/oam/hpod/index.htm. The associated NAICS code for the chemical procurement and management services is 541380 "Testing Laboratories" with a size standard of $11 million or less average annual revenue. This solicitation will be issued as a total small business set-aside. EPA anticipates a firm fixed price indefinite delivery/indefinite quantity award with a cost reimbursement line item for chemical procurement cost. The award will have a 60 month period of performance. The RFP will be issued in no less than 30 days, and will be available at http://www.epa.gov/oamrtpnc/0610387/index.htm. See this website for the most current projection of when the solicitation will post. It will be your responsibility to frequently check the site where the solicitation is posted for any amendments. Proposals will be due about 30 calendar days after the RFP is issued. Offerors will be evaluated based upon price and technical factors, including past performance, with technical significantly more important than price.
