Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR ELECTRONIC CYLINDER LIFTING SYSTEM. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer questions asked before the deadline. 1. Question: Will this bid be submitted electronic only, print only or optional submission? (I did not pick up any specific wording, I might have missed but I got the feeling paper submission by Apr 17th, using SF 1449 plus additional package print material in support of such) Answer: It is preferable for proposals be sent electronically, however, faxed proposals are also acceptable. The fax is 256-544-0236 and e-mail is marianne.r.campbell@nasa.gov. 2. Question: Could not locate the following citation sections listed in the posting to review any requirements for submission, could you direct me: MFSC 52.232-90 Section NFS 18.215-84 52.21 52.225.33 Answer: The following is provided: MSFC 52.232-90 DISCOUNTS FOR PROMPT PAYMENT (FEB 2001) (a) Discounts for prompt payment will not be considered in the evaluation of quotes. However, any quoted discount will form a part of the order, and will be taken if payment is made within the discount period indicated in the quote by the quoter. As an alternative to quoting a prompt payment discount in conjunction with the quote, quoters awarded orders may include prompt payment discounts on individual invoices. (b) In connection with any discount offered for prompt payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the date on which an electronic funds transfer was made. (End of Clause) 52.21 error 1852.215-84 OMBUDSMAN (OCT 2003) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman, Robin N. Henderson, DE01, Building 4200, Room 918, Phone: 256-544-1919, Fax 256-544-7920, Email robin.n.henderson@nasa.gov. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the NASA ombudsman, the Director of the Contract Management Division, at 202-358-0445, facsimile 202-358-3083, e-mail, james.a.balinskas@nasa.gov. Please do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer or as specified elsewhere in this document. (End of Clause) 52.225-33 should have read: 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003) (31 U.S.C. 3332). 3. Question: I am notifying you of our intent to bid. Is there any other source I should contact? Answer: No The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on April 3, 2006.
