- NASA/HQ has a requirement for the following actions 1. development of an electronic method for the communication of cost information between cost disciplines within the Continuous Cost-Risk Management (CCRM) process. 2. Develop an electronic cross-communication network environment where related cost disciplines can share cost information real-time using a specialized software application software. 3. Build on PA&E/Cost Analysis Division (CAD)FY05 efforts to further develop electronic versions of CADRe comprised of Parts A, B&C and building electronic versions of EVM Cost Performance Reports (CPR). NASA/HQ intends to purchase the items from Mainstay Software Corporation. Mainstay Software has produced products for two of the major elements of Continuous Cost-Risk Management (CCRM)using their proprietary software. The government intends to acquire a commercial item using FAR Part 12 and the simplified acquisition procedures set forth in FAR Part 13. The authority is only one responsible source 10 U.S.C. 2304(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Raymond Jones not later than 2:30 p.m. local time on April 17, 2006 by either mail, e-mail or fax to Raymond Jones, NASA Goddard Space Flight Center, Headquarters Acquisition Branch, Mail Code 210.H, Greenbelt, MD 20771. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
