Description
NASA/JSC has a requirement for the continual design, analysis, and lab support for the Space Shuttle, International Space Station, and the Constellation programs. These programs require the utilization of the engineering tools previously developed by the incumbent. There are five major categories that the contractor will continue to support: Space Integrated GPS/INS Support, (2) Avionics Lab and Hardware Support, (3) Space Shuttle Support, (4) Advanced Projects Support, and (5) International Space Station Guidance, Navigation, and Control Analysis Support. NASA/JSC intends to purchase the items from Honeywell International Inc. by authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Honeywell has the unique engineering capability to evaluate analytical, computational, and system engineering efforts to support the flight control systems for the Space Shuttle, International Space Station, and the Crew Exploration Vehicle. Honeywell, also, has proprietary software within the Multiplexer Demultiplexer Application Test Environment which is used in the Space Station Guidance, Navigation, and Control Integrated Test Facility and the Space Integrated Global Positioning System/Inertial Navigation System. Only Honeywell can maintain and modify the source code of the Operational Flight Program Software within the Space Integrated Global Positioning System/Inertial Navigation System. These systems were developed by Honeywell and represents many years of design and development. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on May 15, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
