Description
This is a combined synopsis/solicitation for commercial services in accordance with the format found in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will n ot be issued. The solicitation number for this request is 70181-6-Q010a and the solicitation is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-06) and Fedeeral Acquisition Regulation (FAR). This is a small-business set-aside procurement under NAICS classification code 532411 and PSC V124. The small business standard is $5.0 million DESCRIPTION OF VESSEL CONTRACT SPECIFICATIONS Provide seaworthy vessel for 14-17 days between July 1, 2005 and August 10, 2005. Length and timing of contract must be flexible to account for poor weather conditions, equipment failure, and unforeseen circumstances. USFWS will pay only for days the charter is engaged in bird capture attempts and transit to and from bird capture locations from Dutch Harbor. Area of operation will be the waters west of Unalaska Island , likely with a focus on the eastern and central Aleutian Islands. Chartered vessel will board and disembark scientists and supplies in Dutch Harbor, Alaska. The vessel will provide transportation and support for 5 people working on the North Pacific Albatross/Commercial Fishery Interaction Satellite Telemetry Project. Cruise objectives include: 1. Live capture short-tailed, black-footed, and Laysan albatrosses in such a way that they are released unharmed and in good condition. Top priority will always be the capture of Short-tailed albatross. 2. Deploy satellite transmitters onto the backs of all captured albatrosses that are judged to be in an uncompromised condition post capture. 3. Take morphometric measurements at the discretion of the field crew to aid in analysis of bird movements relative to wind and weather. 4. Take blood samples at the discretion of the field crew to aid in the analysis of contaminant and disease exposure. Vessel suitability as determined by the USFWS project leader/inspector will be a main factor in selecting the contract vessel. The vessel shall meet the attached detailed specifications. VESSEL OPERATIONAL SPECIFICATIONS General Vessel Specifications 1. Vessel must be 54 feet length minimum. 2. Vessel must accommodate a fully inflated 14-foot boat and motor provided by the USFWS and working space on deck for handling large birds. Vessel must have crane equipment to safely raise and lower inflatable from deck to water and back. Scientists will operate the inflatable boat. Charter vessel must be able to launch and retrieve the inflatable quickly and safely. 3. Vessel, captain and crew must meet all applicable U.S. Coast Guard licensing regulations. 4. Vessel description, including size, diagram of vessel, electronics, communications equipment, number of bunks, freezer capacity, work deck size and equipment for deploying inflatable vessel will be provided prior to awarding of contract. 5. Vessel shall be capable of maintaining a cruising speed of at least 8 knots in calm seas and be willing to move as directed by the project leader. Areas of safe anchorage will be identified by the Captain. 6. Vessel shall carry enough fuel, potable water (approximately 125 gal/day), and food sufficient for up to 17 days at sea without a port call. All port calls must be approved by the Albatross Capture Project Leader (ACPL) before contract begins. 7. Vessel shall accommodate storage of up to 4500 pounds of bait . Accommodations 8. Vessel must comfortably accommodate 5 scientists for up to two weeks. 9. Scientists will be served three meals per day; including a hot breakfast prior to beginning work for the day, a hot or cold lunch served approximately midday, and a hot dinner served at or near the end of the workday. Meals must be well balanced, nutritious, palatable and varied. 10. Working shower and head a must. 11. Vessel must have a covered area to dry gear. 12. Smoking and alcohol will be prohibited on board the vessel during this charter. 13. The pilot house will be accessible to the project leader and capture crew unless the Captain restricts access due to safety concerns. Berthing area(s) shall be separate from the galley, wheelhouse, and deck areas, and shall be heated and have adequate ventilation. 14. Vessel shall be clean and provide quality living conditions. This includes being free from continuous noise levels greater than 60 db in the living and work areas and from undesirable and noxious odors. 15. Vessel lights, heat, hot water, sanitation facilities (including wash basins, toilet, and shower), galley, and cooking and eating supplies shall be appropriate to support up to 5 bird capture personnel and vessel captain and crew. Berthing spaces, heads, sinks, and showers will be thoroughly cleaned as needed by a vessel crew member. 16. Vessel shall be capable of providing a hot water shower for each person aboard every two days. 17. Vessel shall have a minimum of 100 cubic feet of dry gear storage space for personal belongings of up to 5 USFWS persons. 18. Vessel shall have a flat, dry space available for setup and operation of a laptop computer. 19. Vessel shall have 110-volt AC electricity to recharge computers and radios. Bird Capture and Handling Specifications 20. The rear railing and deck will be made free of items that may snag lines attached to capture equipment that is thrown overboard at birds. 21. Vessel/Captain will provide 4000 pounds of squid and herring (approximately half squid and half herring). Captain should also attempt to obtain 100-200 pounds of black cod heads with attached livers. However, we recognize that these are not always available and can be difficult to track down. If obtained, these heads and livers can be used to replace an equal mass of squid or herring. Bait must be iced sufficiently to avoid complete thawing for 14 days. A clean & dedicated area will be provided for bird handling. 22. The length of the work day will be jointly determined each day by the Captain and the ACPL. In the event of a disagreement, the ACPL has final authority, except for work stoppage due to uncontrollable circumstances, such as unsafe weather or sea conditions or other safety-at-sea considerations as determined by the Captain. The Captain has ultimate authority and responsibility for the ship and all personnel aboard and therefore retains the right to operate the ship in a safe manner based on his/her best judgment. Safety/insurance 23. Vessel, captain, and crew must meet all applicable U.S. Coast Guard safety regulations. 24. Contractor or vessel shall have marine and general public liability insurance with limits of liability for 1) bodily injury of not less than $100,000 for each person and $500,000 for each occurrence, and 2) property damage of not less than $100,000 for each incident and $500,000 in the aggregate. Proof of insurance shall be provided after contract award. 25. Vessel shall be equipped with radar, GPS, depth sounder, EPIRB, safety equipment, medical kit, current nautical charts, Single side band and two VHF radios and e-mail capability. Survival suits shall be provided or made available to all vessel personnel. 26. The vessel master or designee will, at all times, maintain radio contact with albatross capture project personnel working in small boats from the vessel, according to a pre-arranged radio schedule to assure their safety. In event of a problem or an accident, immediate steps will be taken for a pick-up. 27. Safety orientation will be given on the first day by the vessel master to all albatross capture project personnel aboard, including location of exits, locations and operation of life rafts, communications, storage of survival suits, man overboard procedures, and procedures for evacuation of vessel. Communications/Electronics 28. Vessel will establish and maintain contact with longline fishing vessels in the area to locate Short-tail albatrosses, chum waters to attract seabirds, and assist scientific team as directed. Commercial longline fishing will not take place during the charter. Experience 29. Name and experience of Captain and crew will be provided. Include copies of licenses and certifications as appropriate. 30. Captain and crew must have a minimum of five years of experience operating in the Kodiak / Aleutian Islands area. 31. Previous experience with charters in which scientists have captured pelagic seabirds is required. Contracting Considerations 32. Mechanical breakdown that causes rescheduling of the USFWS operational schedule shall require the contractor to deduct the daily cost for that period of time from their final invoice. 33. The Service will not pay vessel time for any period the vessel is unavailable to fulfill the charter. The Service will not pay vessel charter costs for days in which weather precludes bird capture attempts. 34. Vessel cost is on a per day basis. 35. Contract is to include all costs associated with bait, food and fuel. 36. Captain shall provide and pay for 4,000 pounds of bait, comprised of squid (50%), and herring (50%). Captain should also attempt to obtain 100-200 pounds of black cod heads with attached livers. However, we recognize that these are not always available and can be difficult to track down. If obtained, these heads and livers can be used to replace an equal mass of squid or herring. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offers-Commercial, applies to thie acquistion. The applicablity of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid. Total overall bid means Base Bid Item One+ Increase/ Decrease Items 1+2+3+4= total overall bid) 2) Equipment and technical acceptability to the specifications listed in this solicitation 3) Additional discounts and/or rebates Offerors must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this solicitation.
