- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis/solicitation, please refer to the hard copy solicitation available on the Gateway at http://progate.daps.dla.mil/. From the Gateway homepage, left-hand sidebar, select ?Search RFQs.? Then choose the RFQ you wish to download. RFQs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The combined synopsis/solicitation will be issued on 14 April 2006, with a closing date of 01 May 2006. Solicitation number SP0406-06-Q-9401 is issued as request for quotation (RFQ) under the provisions of FAR 13.5 The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005. Solicitation is other than full and open competition and NAICS code is 324191, 500 employees. Defense Priorities and Allocations System (DPAS) rating is DO-A1. Purchase request YPG05309000809 for NSN 9150-01-413-6990, Lubricating Oil, Engine, 10W30, will result in a Firm Fixed Price contract for 820 DR with a 100% option. Unit drum contains 55 gallons; re-refined oil. SAE SPEC SAE-J-2362 applies with exceptions. Specification is available for purchase from www.sae.org. SAE QPL J2362 applies. Requested delivery is 45 DARO for stock lines to AQ5, Tracy, CA (160 DR) and SRG, Richmond, VA (660 DR). FOB Destination with Inspection & Acceptance at Destination. This is a critical application item; type II shelf life applies. QAP 126 applies; MSDS and Hazard Warning Label are required. Trade Agreements Act applies. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
