- Description
- The National Oceanic and Atmospheric Administration, Atmospheric Sciences Modeling Division located in Research Triangle Park, NC, has a requirement for the development of a Technique for Uncertainty Analysis with an Urbanized Version of the Coupled CMAQ-HYSPLIT Modeling System. The specific tasks include but are not limited to the following: (1) The contractor shall develop a work plan and quality assurance plan. (2) The contractor shall perform a literature survey and propose alternative techniques for computing and communicating uncertainty from the coupled CMAQ-HYSPLIT modeling system. (3) After becoming familiar with the coupled CMAQ-HYSPLIT modeling system, the contractor shall propose an analytical technique for further testing. (4) The contractor shall perform tests of the proposed analytical technique using data output from the coupled CMAQ-HYSPLIT modeling system. At a minimum, these tests shall include at least two urban areas (likely Philadelphia and Houston), at least two grid resolutions each (36 and 12 km), and at least 10 sets of HYSPLIT trajectories for each grid cell. The time period to be simulated shall include at least one week for each urban area. (5) The contractor shall summarize the model results in a form of an oral briefing to be presented to the project officer (or designee) and appropriate technical staff in RTP. (6) Based on the oral briefing, the contractor shall refine and test a new version of the analytical technique. (7) The contractor shall perform a second oral briefing summarizing the results from Task 6. (8) Based on the work performed, the contractor shall prepare a written document suitable for inclusion a peer-reviewed journal article documenting the uncertainty analytical technique. Additionally, the entire statement of work will be provided. The written document shall be delivered electronically in a commonly-available format (such as Word or WordPerfect). The contractor will have the option of performing work off-site provided that they are able to download computer algorithms and databases from EPA?s computing facilities. Work for this effort is expected to occur over a 12-month period. The solicitation is only available on line and will be available for download on or about April 21, 2006. This award is set-aside 100% for small business and is intended for award under simplified acquisition procedures. All responsible sources may submit an offer to be considered by the agency.
