- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-6012. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07 dated February 2, 2006. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 492110 and the small business size is 1500 employees. Rocky Mountain Laboratories (RML) is a state-of-the-art research facility that requires on-the-premises courier delivery services for its? 33 acre complex for a period of 12 months/1(one) year. A Site Visit will be offered at 2:00 PM on Tuesday, April 25, 2006. Offerors or quoters are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. If an interested party is unable to attend the scheduled site visit, they should contact the Primary Point of Contact listed for further information. SCHEDULE: 1) The Contractor shall provide full time worker(s) to perform courier delivery duties as specified to approximately 35 buildings, including single and multi-level buildings, laboratories, offices, the RML Library, and storage facilities. Delivery shall be performed within one day of receipt with the exception of hazardous materials. Courier shall date stamp receipts and maintain records. Courier shall sort and distribute incoming mail twice daily to designated areas. Courier shall pick up and prepare outgoing mail for USPS, Federal Express, UPS, and/or DHL contract carriers. Courier shall assist in receipt and processing of incoming freight. Courier shall be required to perform data input for received deliveries. Courier shall be responsible for unloading, unpacking, and stocking incoming general and scientific supplies in the building 22 RML Stockroom. Courier shall be required to use data entry for issue of consumable items using an automated warehouse database program and a handheld scanner. Courier shall be required to perform periodic physical inventory of consumable supplies and assist RML staff with annual physical inventories. 2) Courier services shall be provided between the hours of 7:30 a.m. and 4:30 p.m., Monday through Friday (except Federal holidays). 3) Courier?s shall have knowledge and/or experience in the handling of a variety of delivery items, including hazardous materials, equipment, supplies, biological, live animals, and special delivery items which include special temperature requirements. Courier shall appropriately identify, store and distribute packages with special storage requirements including refrigeration, frozen and deep freeze. Courier?s shall have knowledge of IBM-compatible computers and associated software programs such as Microsoft Access, Word, and Excel database programs. 4) Courier shall have the ability to operate X-ray equipment, lift up to 50 lbs, ability to work in inclement weather, operate a government-owned forklift which shall include forklift training and certification, and the ability to recognize and handle various types of packaging. The Courier shall be required to follow all RML safety guidelines and procedures required by/and outlined in Montana State, Federal, and NIH regulations. 5) Courier shall create computer-generated delivery sheets for staff acceptance verification, load government-provided carts and vehicles with incoming freight and deliver to various areas within the RML campus. 6) All work shall be reviewed and approved by the designated government representative. GENERAL ADMINISTRATIVE REQUIREMENTS ?Prior to the start of the contract, all Contractor Couriers shall be required to pass an NIH security clearance. The Contractor shall submit, along with their offer, the full name of all personnel expected to be used at any one time on the contract. Upon notice of award, the successful offeror shall be required to also provide the full address, social security number, and date of birth for all proposed employees for the purposes of completing the security clearance. FOB Point shall be Destination, Hamilton, MT. Delivery location is the Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: FAR 52.204-9 Personal Identity Verification; FAR 52.212-1 Instructions to Offerors?Commercial Items; FAR 52.212-2 Evaluation?Commercial Items; FAR 52-212-4 Contract Terms and Conditions?Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; FAR 52.237-1 Site Visit; Wage Determination #1994-2317 Rev. 21 dated 06/09/05 is applicable to this contract. In order to be considered for an award, all offerors must have completed the Online Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 52.212-3. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Award will be based on the capability of the services offered to meet the above stated salient characteristics, including, price and delivery.
