Description
The Federal Bureau of Prisons (BOP), intends to make a single award for a non-personal service contract to provide training and instruction to inmates enrolled in the Food Service Training Center?s Culinary Arts Program at the Federal Correctional Institution, Oxford, Wisconsin. The Contractor shall provide an Advanced Occupational Education program leading to an Associate of Applied Science Degree to qualified inmates at FCI Oxford. The services will include, but not be limited to, curriculum development and guidance, registration, in-house instructional seminars, transcript services, record keeping, and appropriate academic counseling. Provide courses selected from the Contractor?s accredited curricula to meet the degree requirements agreed upon by the Contractor and the Government. Provide academic counseling, as needed. Provide appropriate advisory assistance required to deliver the contract. Provide presentations of informational sessions and pretesting as needed to promote course selection and content, and coordinate registration. Keep the Supervisor of Education or Designee informed on all issues concerning the Contractor program. The professional expertise of the Contractor will dictate the management of the accredited Advanced Occupational education program. The Contractor shall operate independently within his/her scope of professional expertise, demonstrating his/her diversified knowledge, maintaining a high level of productivity and professionalism. The Contractor will provide no more than six (6) one (1) hour sessions, three times per week. The schedule will normally be Tuesday through Thursday (except Federal holidays), between the hours of 8:30 am and 2:30 pm, and will not exceed 30 hrs. per week. Estimated maximum number of sessions is 936 (one session equaling one hour). The contract is anticipated to be a base year (October 01,2006 through September 30, 2007) with four option years. All contractors doing business with the Federal Government must be registered in the Central contractor Registration (CCR) database prior to estimated award date or the contractor will not be considered for award. The website for registration is www.ccr.gov. The contract period will be from date of award through September 30, 2007. The solicitation will be available on/about April 21, 2006 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about this acquisition. The date for receipt of quotations will be on May 26, 2006. Faith-Based and community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-Aside. See Note 1.
