- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is 0267706 and the solicitation is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. (iv) This acquisition is set-aside for small business and the associated North American Industry Classification System code is 334111 and the small business size standard is 1,000 employees. (v) Contract Line Item Number (CLIN) 0001: DeltaSphere-3000 3D Scene Digitizer Hardware and Software -Quantity 1; CLIN 0002: DeltaSphere-3000 Digital Color Option - Quantity 1; CLIN 0003: Professional Tripod and Labtop Stand for DeltaSphere-3000 - Quantity 1; CLIN 0004: Folding Dolly (wheels) for Tripod - Quantity 1; CLIN 0005: Laptop for Deltasphere-3000 - Quantity 1; CLIN 0006: Extra Safety Glasses for Infrared Laser - Quantity 1; CLIN 0007: 1-Day DeltaSphere-3000 Onsite Installation and Training - Quantity 2; CLIN 0008: Travel and Living Expenses for Training - Quantity 1; CLIN 0009: SceneVision Software Upgrade and Maintenance for 1 Additional Year - Quantity 1; and CLIN 0010: DeltaSphere Shipping and Handling - Quantity 1. (vi) The DeltaSphere-3000 3D Scene Digitizer Hardware shall include time-of-flight, modulated beam, laser range finder (Infrared Class 3R laser), embedded CPU with Ethernet connectivity, elevation and azimuth positioning subsystems, separate power supply, standard tripod mount, travel/shipping case, and one pair of laser safety glasses and one year warranty. The DeltaSphere-3000 3D Scene Digitizer Software shall include integrated scanning control software; data storage and preview on user supplied PC; conversion to 3D point clouds? X, Y, Z, Reflectance, VRML; SceneVision 3D display and analysis software for up to 3 systems; and one year software upgrade and maintenance. The DeltaSphere-3000 Digital Color Option shall include high-quality, integrated, digital color camera option for DeltaSphere-3000?FujiFilm FinePix S2Pro Digital Camera w/Nikkor 14mm f/3.5 lens; camera mount for DeltaSphere-3000; software for registration and mapping of color with point cloud data; one year warranty; and one year software upgrade and maintenance. The Laptop for DeltaSphere-3000 shall include custom specifications and shall be pre-loaded with DeltaSphere software. (vii) System shall be delivered and installed within 60 days of receipt of a government purchase order and shall be F.O.B. Destination within Consignee?s Premises at the Federal Bureau of Investigation (FBI), 2501 Investigation Parkway, Room B110, Quantico, Virginia 22135. Training shall also be onsite at the FBI?s facility. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. Addendum to FAR 52.212-1, Paragraph 10? Past Performance information shall be an evaluation factor. Offerors are requested to provide three recent and relevant contracts for the same or similar items and shall include the contract numbers, points of contact with telephone numbers, and other relevant information. (ix) The provision at FAR 52.212-2, Evaluation?Commercial Items is applicable. The specific evaluation criteria included in paragraph (a) of this provision is: (i) technical capability of items offered to meet the Government requirements; (ii) price; and (iii) past performance. Technical and past performance, when combined are equal when compared to price. (x) Offerors responding to this combined synopsis/solicitation shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with its offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition.
