- The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for a turnkey Digital Microwave Radio Communications Network (DMRCN) that will serve as the data transmission backbone for the Communications-Based Train-Control (CBTC) system and other voice and data communication pathways for the Iraqi Republic Railways (IRR) in accordance with Federal Acquisition Regulation Part 15. The solicitation is being competed on a full and open competitive basis. The Government intends to award one firm-fixed-price contract. The work involved in this project is to provide a DMRCN for the IRR. The contractor shall be responsible for providing the DMRCN, shipping the components to Iraq, installing the components at the Baghdad Central Station and at up to 33 IRR stations in Iraq reaching from Umm Qasr north through Baghdad to Rabiya, and integrating it with the IRR?s existing CBTC system and existing communications systems. Characteristics of the existing communications systems are as follows: Motorola Very High Frequency (VHF) voice, telephone, and Avtec voice and communications consoles at the central dispatching office in Baghdad Central Station. Characteristics of the existing CBTC system are as follows: a locomotive-based train-management subsystem that communicates with a central dispatching computer and Train Management Dispatch System (TMDS) consoles via MeteorComm VHF base stations and Iridium satellite links, and 802.11 wireless Ethernet base stations for updating locomotive software and track database and downloading locomotive event records. The contractor shall be responsible for supplying the necessary components including, but not limited to, microwave antenna towers, site power backup systems, equipment shelters, microwave base station equipment, repeaters, antennas, other ancillary communications equipment, and a local area network (LAN) at Baghdad Central Station. The contractor shall be responsible for integrating the DMRCN to assure interoperability with the IRR?s existing communications and CBTC systems in Iraq. The contractor shall be required to perform system testing of the components prior to shipment to Iraq and complete testing of the DMRCN after installation in Iraq, including interoperability with the existing communications and CBTC systems. The North American Industry Classification Systems Code (NAICS) for this acquisition is 334419 and the Small Business size standard is 500 employees. The solicitation will be issued on or about May 1, 2006.
