Description
CASCADE PRE-SOLICIATION NOTICE FOR XERISCAPE PROJECT AT THE FORT BLISS NATIONAL CEMTERY LOCATED IN FORT BLISS, TEXAS. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-06-IB-0055 for the following: The contractor shall provide construction services including the furnishing of all necessary supervision, labor, materials, equipment and supplies to perform and complete all work necessary for the application of herbicide to the existing approximately 2,223,000 square feet of turf; removal of the turf and root system; demolition and removal of the existing irrigation system; furnishing and planting of approximately 500 trees; 3,600 shrubs and groundcovers and 79,000 square feet of new sod turf; furnishing and installation of approximately 2,206,000 square feet of crusher fine mulch and furnish and install miscellaneous site furnishings at Fort Bliss National Cemetery, 5200 Fred Wilson Road in Fort Bliss, Texas. COST MAGNITUDE: The magnitude of this project is between $2,000,000 and $5,000,000. Project is subject to the availability of funds. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice To Proceed. NACIS CODE: 237990 METHOD OF AWARD: This is a cascaded, competitive four-tier solicitation to allow maximum opportunity for participation to Service-Disabled Veteran-Owned Small Businesses, HubZone Small Business and 8(a) Businesses. Under this acquisition, the Contracting Officer shall solicit and receive offers concurrently from Tier 1, Service- Disabled Veteran-Owned Small Business Concerns; Tier 2, HubZone Small Business Concerns; Tier 3, 8(a) Business Concerns; and Tier 4, Full and Open competition. a. SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (TIER 1). Award will be made on a competitive basis to a responsible Service-Disabled Veteran-Owned Small Business concern responding to this solicitation provided that (1) a minimum of two competitive offers are received from Service-Disabled Veteran-Owned Small Business concerns, (2) the award can be made at a fair and reasonable price, and (3) the award can be made to a responsive, responsible bidder eligible to receive the award under this criteria. If #a above is not possible, then: b. HUBZONE SMALL BUSINESS (TIER 2). Award will be made on a competitive basis to a responsible HUBZone Small Business concern responding to this solicitation provided that (1) a minimum of two competitive offers are received from HUBZone Small Business concerns, (2) the award can be made at a fair and reasonable price, and (3) the award can be made to a responsive, responsible bidder eligible to receive the award under this criteria. If #b above is not possible, then: c. 8(A) SMALL BUSINESS (TIER 3). Award will be made on a competitive basis to a responsible 8(a) Small Business concern responding to this solicitation provided that (1) a minimum of two competitive offers are received from 8(a) Small Business concerns, (2) the award can be made at a fair and reasonable price, and (3) the award can be made to a responsive, responsible bidder eligible to receive the award under this criteria. If #c above is not possible, then: d. FULL AND OPEN COMPETITION (TIER 4). Award will be made on a competitive basis to a responsible concern responding to this solicitation. A sub-contracting plan is required if award is to a large business. The contractor shall submit the subcontracting plan to the Contracting Officer who will then submit it to the Office of Small and Disadvantaged Business Utilization in VA Central Office for review prior to the Contracting Officer making award. Subcontracting plans are not required for small business concerns in accordance with the Federal Acquisition Regulations (FAR). Business in all tiers must submit their bid by the bid due date to receive consideration. All timely bids received in response to this solicitation will be opened and undergo an initial review. This review will include all prices offered which will be used in conjunction with the Government Estimate and funds available for award to determine a fair and reasonable price for any such award under this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be obtained from the Contracting Officer, Lenora Stephens by written requests only. Solicitation will not be made available electronically at the FedBizOpps website. The solicitation material (hard copy) and all drawings are to be requested via electronic mail from Ms. Lenora Stephens, Contracting Officer under the title heading "Fort Bliss Xeriscape - [Indicate drawing only or Solicitation and Drawings]." Send requests to lenora.stephens@va.gov. No telephone requests will be accepted. The solicitation and drawings will not be released any sooner than April 11, 2006. PRE-BID CONFERENCE: A pre-bid conference will be held on April 27, 2006, at 9:00 a.m. local time at the Fort Bliss National Cemetery, 5200 Fred Wilson Road, Fort Bliss, Texas. A walk-through (site visit) can be made one hour prior to the pre-bid conference. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps at http://www.fbo.gov/. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
