Description
The New Orleans District Corps of Engineers intends to issue a Request for Proposal (RFP) for a Firm Fixed-Priced, Two-Phase, Design-Build Contract. The contract will require the design and construction of the Project entitled: SELA- Orleans Parish- Florida Ave., an urban area flood control and drainage improvement project. The project features may include: removal of existing drainage; construction of approximately 5,800 lf. of 49-6 ft. by 15 ft., total section, pile-founded concrete flume; construc tion of approximately 1,560 lf. of under-street, lateral drainage culvert; providing vibration monitoring, and working within vibration limits; and other incidental work. Design and construction shall comply with the specifications and requirements contai ned in the RFP. Award will be made to the offeror, whose proposal responding to all requirements of the RFP, offers the best value to the Government, considering price and all other evaluation factors. This solicitation is being issued on an unrestricted basis; the Notice of Price Evaluation Preference for HUBZone Small Business concerns, in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code applicable is 237990, and the Size Standard for Small Busin esses is $ 31.0 M. An acceptable Small Business Subcontracting Plan will be required for award, and shall be submitted with the Phase Two offer, by all large businesses. The estimated price range is between $ 40 M - $ 60 M. All work under this contract m ust be completed by September 30, 2007. This Design-Build procurement will be conducted in accordance with the Two Phase selection procedure authorized by FAR 36.3. One solicitation will be issued covering both phases. Phase One evaluation factors will in clude: Technical Approach, Specialized Experience, Capability to Perform, and Past Performance. The Government will select at least three and no more than 5 of the most highly qualified offerors, as a result of Phase One evaluations, to submit proposals f or Phase Two. The Phase Two proposal will include a design proposal and price proposal. Evaluation factors applicable to the Phase Two proposals will be included in the RFP. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related info rmation for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. You can also find the link to FedTeDS for this solicitation on the New Orleans District web site at www.mvn.usace.army.mil. Click on Contracts and then Procurement Opportunities. Click on t he solicitation number and it will send you to FedTeDS. Type in your username and password. A page will come up and you Accept. The next page will say Solicitation Information, click on file name and begin downloading. Do not click on the paperclip, cl ick on the blue informational line. It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe acrobat reader for .pdf files and the max view reader for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. However, you are encouraged, for marketing purposes, to reg ister as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
