Description
1. CONTRACT INFORMATION: A-E services are expected to be required for the design of a facility to support the Defense Commissary Agency (DeCA) at Fort Lee, Virginia. This contract is being procured in accordance with PL 92-582 (Brooks A/E Act) as im plemented in FAR Subpart 36.6. The type of contract proposed is a firm-fixed-price contract. The contractor shall provide all labor, supervision, engineering and management, materials, equipment, tools, supplies and transportation to perform all work requi red to complete the work. All work will be managed by utilizing the Earned Value Method of work management. Contractor will submit monthly progress charts formatted as Earned Value Analysis showing budget and schedule analyses for progress to date. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. One contract will be negotiated and awarded. This contract should be awarded June 2006 with the design completed March 2007. This announcement is o pen to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submission. The subcontracting goals for the Norfolk District, which will be considered by the contracting officer, are that a minimum of 61% of a contractors intended subcontract amount be placed with small business (SB), including 9% for smal l disadvantaged businesses (SDB), 5% for women owned small businesses, 3% for veteran owned small business, 3% for service disabled veteran owned small businesses and 3% for HUBZone. This procurement is classified under NAICS code 541310, which has a size standard of $4,000,000 in average annual receipts. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as deter mined relative to the employees office location (not the location of the work). Prospective contractors must be registered in the DoD Contractor Registration (CCR) database to be considered for award of a Federal contract. Information on registration and annual confirmation requirements may be obtained by contacting the DoD Electronic Commerce Information Center at 1-800-352-9333, or via the Internet at http://www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award . 2. PROJECT INFORMATION: Professional A/E services for design of a facility at Fort Lee, Virginia. This project will require construction of 90,000 square foot administration and warehouse facility and associated site work elements. 3. SELECTION CRITERIA: T he selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-d are primary. Criteria e through i are secondary and will only be used as a tie-breaker among firms that are e ssentially technically equal. a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE of the firm, its personnel and consultants: (1) Demonstrated experience by the prime firm and its consultants in design of military facilities. (Experience with DeCA/Fort Lee design criteria is desirable.) (2) Demonstrated experience by the prime firm and its consultants in cost control, quality work, and on-time delivery. (3) The design team must have experience in Antiterrorism design for Federal facilities (Experience with Antiterrorism Design for Department of Defense Buildings is preferred.)(4) Experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (5) Experience with the SPiRiT or LEED rating system for energy co nservation and sustainability. b. PROFESSIONAL QUALIFICATIONS. The team must possess registered professionals in: architecture; interior design; landscap e architecture; civil; mechanical; fire protection; electrical; structural; cost engineering; surveying; and, asbestos/lead remediation. LEED Certified professionals are also required. c. CAPACITY TO ACCOMPLISH THE WORK in the required time, including the ability to complete more than one task order at a time. Describe experience with multi-discipline task order type contracts that require the ability to respond quickly to task orders, requests for proposals, and completion of projects on an accelerated sc hedule. d. PAST PERFORMANCE ACASS on previous contracts with respect to cost control, design to cost, quality of work, and compliance with performance schedules. Proposing firms must demonstrate familiarity and recent experience with design within the geo graphic boundaries of the Norfolk District, U.S. Army Corps of Engineers. e. COST CONTROL. Itemize by Command past performance with respect to cost control, design to cost, quality of work, and compliance with performance schedules for all projects comple ted for Army and Air Force Customers and Installation Tenants. g. File formats: Compatibility with CADD systems for projects and work as described above. The successful firm will show competency with AutoCAD (latest edition) minimum with the ability to de liver electronic CADD and CALS files, as well as mylars and prints. Capability to use SpecsIntact and Adobe Acrobat to prepare PDF solicitation files. h. VOLUME OF DOD CONTRACT AWARDS in the last 12 months with the object of effecting an equitable dist ribution of DOD A-E contracts among qualified A-E firms. i. GEOGRAPHIC PROXIMITY: Location of the firm in the general geographic area of the Norfolk District, COE is desired, provided that application of this criterion leaves an appropriate number of quali fied firms, given the nature and size of this project. SUBMITTAL REQUIREMENTS: Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Firms desiring consideration must submit one copy of a combined SF330 and separate information for prime and each consultant. Submittals must be received no later than 2:00 PM EST on May 16, 2006. As additional i nformation in the SF330, provide the following: A. Design Management Plan DMP. Include in Part I, Section H. The plan should be brief and include an explanation of the firm's management approach, management of subcontractors if applicable, specific qualit y control procedures used, and an organizational chart showing the inter-relationship of management and various team components including subcontractors. B. Provide the submitting firm's number six or seven digits assigned by the U.S. Army Corps of Engine ers, for the Architect-Engineer Contract Administration Support System ACASS.
