- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO MCDONNELL DOUGLAS/BOEING COMPANY, P.O. BOX 516, St. LOUIS, MO to provide the following item (CLIN 0001) UNDER AUTHORITY OF FAR 6.302. The value of the contract is expected to be under $100,000. CLIN 0001: Demonstration of Intelligence Surveillance and Reconnaisance (ISR) Unmanned Aerial Vehicle (UAV) BOEING SCANEAGLE for training purposes. Required capabilities of the UAV must be the same as is being used in Iraq at this time. Contractor shall provide a Ground Control Station (GCS) and a Remote Video Terminal (RVT) for use in a vehicle. The GCS shall provide full command and control capability for a minimum of one UAV, have capability for launch and recovery independent of daylight from an unimproved area with maximum wind gusts of 35 knots independent of direction, have minimum 110km line of sight command and control capability if sufficient UAV altitude is maintained for line of site, and provide output actionable video imagery of sufficient quality to observe hostile intent. The RVT shall have a minimum omni-directional antenna reception range of 10km and be capable of receiving the UAV video and metadata. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received within 24 hours after date of publication of this synopsis before 1200 PST on that dat e. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to I&L CONTRACTS, P.O. BOX 99133, YUMA AZ 85369-9133. EOIs sent via Federal Express or hand carried must be delivered to I&L CONTRACTS, BLDG 328, YUMA AZ 85369 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: SHARON HUTCHINS at 928-269-2287. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 18 APR 2006.
