Description
NAICS Code: 5417 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement to modify "The Human Whole-Body Model " to include gender-specific physiology. Presently, the current non-gender-specific model is used to simulate a wide variety of envionmentally-relavant health related scenarios. The modifications, to include gender-specific physiology, will be in the same programming language (XML) as the model and will follow the same physiological principles as the presently-existing model. The physiological content of the modifications are the responsibility of the contractor and shall be determined by review and synthesis of the physiological literature. This action is being pursued on a sole source basis because Biological Simulators , Inc developed the model. Any other contractor would be required, at a minimum, to become familiar with the entire model in order to modify it which would be costly, delay research, and admit the possibility of basic misunderstanding and error. NAICS Code 541511 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
