- The Bureau of Prisons is seeking a Request for Quote from sources having the ability to provide OUT-PATIENT assessment and counseling services within the downtown Akron, Ohio area as defined by no further East than Route 8; no further South than Exchange Street; no further West than the Innerbelt through Hickory Street; and no further North than Memorial Parkway/East Tallmadge Streets and accessible to a local public bus transportation route, within two blocks that provides direct service to and from Downtown Akron, for the drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on May 1, 2006 with four (4) one year option periods, with service ending (if all option years are renewed) on April 30, 2011 . The services required for this contract include Line Item Number 1: Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively: Base Year, Estimated Number of Inmates 36: (36) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 36 inmates = 576 total units; Group Counseling Sessions (30 minute sessions per inmate) 67 Group Units x 36 inmates = 2,412 total units; Mental Health Services: Base Year, Estimated Number of Inmates 5 : (5) Mental Health Intake Assessment and Report (1 per inmate); (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). Option Year One, Estimated Number of Inmates 38: (38) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 38 inmates = 608 total units; Group Counseling Sessions (30 minute sessions per inmate) 67 Group Units x 38 inmates = 2,546 total units. Mental Health Services: Option Year One, Estimated Number of Inmates 5 : (5) Mental Health Intake Assessment and Report (1 per inmate); (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). Option Year Two, Estimated Number of Inmates 40 : (40) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 40 inmates = 640 units; Group Counseling Sessions (30 minute sessions per inmate) 67 Group Units x 40 inmates = 2,680 total units. Mental Health Services: Option Year Two, Estimated Number of Inmates 5: (5) Mental Health Intake Assessment and Report (1 per inmate); (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). Option Year 3, Estimated Number of Inmates 42: (42) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 42 inmates = 672 units; Group Counseling Sessions (30 minute sessions per inmate) 67 Group Units x 42 inmates = 2,814 total units. Mental Health Services: Option Year Three, Estimated Number of Inmates 5: (5) Mental Health Intake Assessment and Report (1 per inmate); (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). Option Year Four, Estimated Number of Inmates 44: (44) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 44 inmates = 704 units; Group Counseling Sessions (30 minute sessions per inmate) 67 Group Units x 44 inmates = 2,948 total units. Mental Health Services: Option Year Four, Estimated Number of Inmates 5: (5) Mental Health Intake Assessment and Report; (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). The services described shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment Statement of Work dated January 2004, Northeast Region, Revised February 2004. The solicitation will be available on or after January 23, 2006, and will be distributed solely through the General Services Administration’s Federal Business Opportunities web site http://www.fbo.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site.
