Description
The U.S. Coast Guard is seeking capable companies located within 50 miles of the USCGC DALLAS’ homeport. The vessel’s homeport is North Charleston, SC. At this time we will also be considering whether or not to set aside an acquisition for Hudzone only or Service-Disabled Veteran-owned Small Business concerns. The estimated valve of this procurement is between $100,000.00 to $500,000.00. The NACIS code is 336611. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC DALLAS. The vessel’s availability is for FIFTY FOUR (54) calendar days, starting 3 APRIL 2006. The scope of work for this acquisition is for DRYDOCK repairs of various items aboard the USCGC DALLAS. The work will include, but is not limited to (1) Clean and Disinfect Potable Water tanks, (2) Remove, Inspect and Reinstall Propeller Shafts, Renew Shaft Covering, (3) Renew Shaft Covering, (4) Straighten Shaft (per shaft), (5) Overhaul Stern Tube Seals Assembly, (6) Renew Shaft Bearings, (7) Renew Propeller Shaft Sleeves, (8) Service both Onboard Controllable Pitch Propeller Systems, (9) Renew Controllable Pitch Propeller Hubs, (10) Preserve Transducer Hull Rings, (11) Overhaul and Renew Valves, (12) Overhaul Duplex Sea Strainers. (13) Inspect an Test Air Receivers and Relief Valves, (14) Remove, Inspect and Reinstall Rudder Assembly, (15) Overhaul Bow Propulsion Unit, (16) Preserve Underwater Body, (17) Renew Cathodic Protection System, (18) Routine Drydocking, (19) Provide Temporary Logistics, (20) Renew Doors, Hatch, and Scuttles, (21) Inspect and Repair Deck Plating in Engine Room, (22) Renew Stuffing Tubes, (23) Replace ASW and SSDG Pumps, (24) Replace Evaporator Pumps, (25) Overhaul Steering System Equipment, and (26) Preserve Freeboard. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, this acquisition is expected to be issued as a small business set aside. Also, in accordance with FAR 19.1305, if your firm is HUBZONE or Service-Disabled Veteran-owned Small Business certified and intends to submit an offer on this acquisition, please respond by email or by fax. Questions may be referred to Ms. Sandra Martinez at (757) 628-4591. In your response please include the following: (a) a positive statement of your intent to submit a quote for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amount, points of contact, and telephone number(s); and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a Hubzone set aside, FAR 52.219-3, Notice of Total Hubzone Set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employee of the concerns. Your response is required by December 21, 2005. All of the above must be made be submitted in sufficient detail for a decision to be made on a Hubzone set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a Hubzone small business set aside or on an unrestricted basis will be posted in the CBD.
