- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ ERAD EA133C-06-RQ-0408 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. This procurement action is set aside 100% for small business and is intended for award under simplified acquisition procedures . The associated North American Industry Classification System (NAICS) code is 443130. A firm is a small business for the purpose of this requirement if it size standard is $6 million. The National Oceanic and Atmospheric Administration (NOAA) require the following Benthic Camera: A high resolution (at least 6.1M pixel sensor) color digital still camera that can be securely mounted to a Young Grab (aka Young Modified Veen Grab) and deployed underwater to a depth of 2000 meters (aluminum housing with anodes). The still camera should have at least 1 Gigabyte of internal memory and have an external USB port for high speed image downloading while at sea. The camera will be attached to a young grab and will be deployed autonomously. The camera must be capable of being triggered autonomously by the use of a bottom contact switch (switch to be included in overall package). An auto exposure 100W strobe light, internally powered, to be used in conjunction with the camera should also be part of the overall camera package. Mounting and all necessary fabrication, to securely mount the camera assembly to young grab for successful deployment over the side of oceanographic vessels while at sea and up to a depth of 2000m. Mounting must allow the camera to successfully capture an image of the seafloor immediately before the young grab hits bottom and collects a sample. Delivery date shall be no later than 30 days after date of award. Interested persons shall provide documentation that demonstrates capability and compatibility to provide items above. Information received will be considered by the Government for compatibility and capability. Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors_Commercial applies to this acquisition and there are no addenda to this provision. Bidders shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications_Commercial Items, with its offer. Contractors shall refer to www.arnet.gov to obtain a copy of required 52.212-3, Representations and Certifications. Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions_Commercial Items, applies to this acquisition and there are no addenda to this provision.
