Communication, detection, & coherent radiation equipment Naics Code: 928110 -- National Security Contracting Office Address DHS - Border and Transportation Security, Transportation Security Administration, Headquarters TSA, 601 12th Street, South (TSA-25), 10th Floor, Arlington, VA, 22202 Description The Transportation Security Administration (TSA) is seeking sources for the purchase of portable, mechanically cooled High-Purity Germanium (HPGe) Hand-Held Instruments for the Detection and Identification of Radionuclides; and, associated training. These devices will be fielded in a pilot program in a seaport environment. Proposed instruments shall, at a minimum, meet the following standards: 1. Be currently commercially available and must have been commercially available for a minimum of six months; 2. Be portable; 3. Be mechanically-cooled; 4. Utilize a high-purity germanium detector, designed to meet/exceed ANSI standard N42.34 for the detection and identification of Radionuclides; 5. Perform near real-time radionuclide identification and provide gamma exposure or dose-rate measurements; 6. Detect photon energies from approximately 50 to 3000 keV and photon exposure rates from 50 micro R/h (measured at the instrument surface); 7. Be able to transfer data to a computer; 8. Be capable of operation if the user is wearing gloves or if the instrument is enclosed in anti-contamination protection (e.g., a plastic bag); 9. Operate on field-replaceable or rechargeable batteries for a minimum of 2 hours of continuous use; 10. Identify and classify gamma-emitting Radionuclides based on an internal, fixed library (according to ANSI N42.34). Proposed training shall take into account the following: 1. Training will occur at the place of performance; 2. Training will be for approximately ten students; and, 3. Training shall be of sufficient quality and duration to adequately provide the receiving entity a ?train the trainer? capability. Interested vendors shall submit capabilities and cost description, including manufacturer, model number, detection parameters, dimensions, drawings or photographs, and any other pertinent information, e.g. a proposed training plan. TSA must receive responses no later than 10 business days of this announcement?s date, i.e. no later than 4:00 pm, Eastern Daylight Savings Time, Thursday, April 27, 2006.
