Description
This is a combined solicitation synopsis. No other solicitation is available. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for to procure the following: SYSTEM DESCRIPTION / DETAILS: The Governments Space is (approx 79' x 38') will be divided into two sections, conference room A and B (24'x 28' and 58'x 38'), but have the capability of being combined into one large room. The ideal system will consist of the following audio visual pieces of equipment: THE MAIN SECTION WOULD CONSIST OF THE FOLLOWING: * Two 5000 lumens LCD Projectors; ceiling mounted for front projection Capable of displaying Video and RGBHV (Computer) signals. * Each projector can display different video and RGBHV sources at the same time. * Two 100" diagonal front projection screen; motorized and NON tab-tensioned Automated Up/Down when system is in use or powered off. * One 42" Plasma TV with speakers for conference room B; Final configuration TBD. * One 50" Plasma TV with speakers for conference room A. * Each plasma will have separate CATV signals. * Two Video DA's 1x3 will send the same video source to various plasmas. * Two RGBHV 1x2 DA's will send same computer signals to various plasmas. * Twenty ceiling speakers. * Separated into two speaker zones. * Speech re-enforcement of Wireless Lapel and Handheld Microphones. * Speech re-enforcement of Table-top Microphones. * Playback of Program Audio Sources. * Audio from Audio and Video Conferencing participants. * Four PC interfaces; installed in floor boxes (expansion up to two additional per section). * Allow for Laptop or Desktop PCs connections. * Available for individual or combined room modes. * Can be displayed on any Projector or Plasma display(s) depending on room configuration. * Four table-top wired microphones (touch on/off); connections in floor boxes. * Used to transmit the speech of the participants located at tables during audio and/or video conferences, as well as be recorded. * The touch on/off feature enables the microphones to be muted/unmuted manually. * A red LED indicates the mute/unmuted state of the microphone. * Two alternate touch panel locations; connections in floor boxes located in conference room A and B. * Enables another user other than the instructor to select sources and control the system. ONE CEILING MOUNTED FRONT (audience) CAMERA: * Used only during videoconferencing. * Captures the video of the local participants for the remote sites. * One ceiling mounted rear (podium) Camera. * Captures the video of the presenter/instructor by the podium area. * Eight ceiling microphones; hanging style and white in color. PODIUM: Encrypted wireless lapel and handheld microphones. * Used to transmit the speech of the presenter/instructor during audio and/or video conferences, as well as be recorded. * Provides encryption for safe transmission of sensitive information. VCR PLAYER: * Provides playback of VHS and Mini DV cassette tapes. * Transport functions (play, pause, stop, rewind, fast forward) control through AMX touch panel * Available for individual or combined room modes. * Can be displayed on any Projector and/or Plasma display depending on room configuration. * Allows recording of user selected inputs. * Built in CATV Tuner. DVD PLAYER: * Provides playback of DVD and Video CD discs. * Transport functions (play, pause, stop, rewind, fast forward, menu) control through AMX touch panel. * Available for individual or combined room modes. * Can be displayed on any Projector and/or Plasma display depending on room configuration. * Built in CATV Tuner. LAPTOP COMPUTER INTERFACE: * Allows for presenter/instructor laptop connection. * Available for individual or combined room modes. * Can be displayed on any Projector and/or Plasma display depending on room configuration. EXTERNAL COMPOSITE VIDEO and AUDIO INPUT: * Allows for the connection of external AV equipment to be switched through the system. TANDBERG VIDEO CONFERENCE CODEC: * Allows for Video Teleconferencing through internal network. * Available for individual or combined room modes. * Can be used on any Projector and/or Plasma display depending on room configuration. AMX 10" WIDESCREEN COLOR VIDEO WIRED MODERO TOUCH PANEL: * Control and setup of presentations, videoconferences and audio conferences * Combine / Divide of room configurations. * Automated routing of audio and video sources. * Control of the Projectors and Plasma displays. * Control of Tandberg codec. * Video preview capabilities ONLY at Podium location Power Conditioning and Surge protection Drawer. * Storage for wireless microphones. * Storage for miscellaneous items. LOCATED IN CLOSET: One Equipment Rack (77" tall x 22" wide x 31" deep) on a caster base containing: AMX NetLinx Control System Video and RGB signal routing and distribution ONE CATV tuners Clearone XAP series microphone matrix mixer(s) Clearone XAP Telephone Interface for Audio Conferencing One Multi Channel Power Amplifier One Power Conditioning and Surge protection. Price must include installation. Offerors requesting an on-site visit must contact Ken Broderick at 202-648-8018. This is a fixed-Price contract. The following provisions are applicable to this commercial item acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror Representations; (Vendor must furnish Offeror Representations in writing); FAR 52-212-4, Contract Terms and Conditions-Commercial Items; and FAR 52-212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. This award will be made utilizing the Simplified Acquisition Procedures under FAR Part 13. Award will be made to the responsive, responsible vendor meeting all the requirements listed above at the lowest price on an All or None Basis.
