- The Air Armament Center (AAC), Eglin AFB, FL is contemplating a sole source firm fixed price contract to McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, J.S. McDonnell Blvd, Saint Louis, MO 63166. The requirement is for the Programmable Armament Control Set (PACS) Test Station as an upgrade to the current F-15E Operational Facility (OPFAC) Operator?s Test Console (OTC) at the Eglin AFB, Florida Datalinks Test Facility (DTF) by February 2008. The PACS Test Station will enable a weapons testing capability for the Fighter Data Link (FDL)/Link-16. The current F-15E OPFAC supports only datalink testing on the F-15E aircraft and integration testing of the FDL and Class II family of Link-16 terminals. When this upgrade is completed the added capability would be used for datalink testing on aircraft stores carried on the F-15 aircraft, weapon integration testing, simulated weapons testing, stand-alone subsystem testing, joint interoperability and weapons certification, and investigation and resolution of critical and non-critical operational issues. Specifically, the PACS Test Station will provide the power, cooling and the necessary interconnect wiring for the following PACS station main hardware: host PC (station control); Versa Module Eurocard (VME) chassis (WISE ? Weapon Integration and Simulation Environment); real weapon support, including the weapon station disconnect panel and Conformal Fuel Tank (CFT) air-to-ground stores interface; power control and distribution, to include the Power Distribution Unit (PDU), power panels, and power hub; signal hub; PACS cooling fixture and Electronic Sequencing Unit (ESU) holding fixture; test point panels; and integration panels. The PACS Test Station must allow connection of pylons, launchers, and weapons racks. In addition, an optional CFT breakout box for 1760 bus stores testing of six positions will be included. In order to provide an integrated testing platform, the PACS Test Station shall be fully integrated with the existing F-15E OPFAC OTC at Eglin?s DTF. This is not a Request for Proposal (RFP) and it is not the Government?s intention to pay for information solicited at this time. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Boeing is the only company that builds F-15E aircraft, and they are the only company that also builds the PACS Test Station for the F-15E OPFAC.
