Description
The U.S. Air Force, Andrews AFB MD, is seeking sources for potential 8(a) contractors that can repair and replace electrical utilities. This is a sources sought notice for informational and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. This is not a Request for Proposal (RFP). The Government will not be responsible for any costs incurred by interested parties in responding to this request. All 8(a) firms serviced by the Washington District Offices, and/or with an office located in the Washington District area who are capable of providing these services are invited to respond. The requirement is to repair and replace electrical utilities on Andrews Air Force Base including housing, Davidsonville Transmitter Site, and Brandywine Receiver Site. The requirement comprises two projects, Project AJXF 06-1559, Repair/Replace Electric Utilities, and Repair/Replace Electric Utilities, Family Housing. Major Requirements: Primary distribution lines: Provide either overhead or underground 13,200 volt lines and all necessary hardware required to make a complete and acceptable circuit. Secondary distribution lines: Provide either overhead or underground secondary distribution lines and all necessary hardware required to make a complete and acceptable circuit. Transformers: Provide pad-mounted transformers, concrete pads with stubups, ground rods and all necessary hardware required for connection to primary and secondary cables. Switchgear: Provide pad-mounted switches, concrete pads with stubups, ground rods, and all necessary hardware required for connection of all cables. Communication lines: Installation of overhead or underground communication lines and all necessary hardware required to make complete and acceptable circuits. Some requirements may require subcontract to specified local telephone company or base communications for proprietary pathways. Cable lines: Installation of overhead or underground cable television lines and all necessary hardware required to make complete and acceptable circuits. Some requirements may require subcontract of local cable television company for proprietary pathways. Overhead wooden poles: Provide overhead wooden poles and all necessary hardware required to make overhead to underground cable transitions or support spans of cables. Underground ducts: Provide concrete encased ducts and precast manholes for all power and communication lines. Power and communication lines will be in separate ducts and manholes. The estimated magnitude of the project is more than $10,000,000. The performance period for this contract shall consist of one base year, and four individual option years, for a total of five years. The NAICS for this acquisition is 238210 and the annual size standard is $13,000,000. Interested parties should submit a Statement of Capabilities (SOC) that clearly addresses capabilities and shall include the following: (1) Full name and address of the construction firm and the year the firm was established. (2) Provide proof of 8(a) status. If responding as an 8(a), provide the name and phone number of your SBA Small Business Opportunity Specialist. (3) Provide past performance documentation for a minimum of three previous electrical projects completed within the last five years that are similar in size, scope and complexity to this project. Provide points of contact with current telephone numbers for reference information on the listed projects. (4) Provide information on any planned teaming arrangements. (5) Proof of Central Contractor Registration (CCR) and DUNS number. The response is limited to 5 pages.
