Description
This acquisition will be a firm fixed-price contract and will be competed as 100% small business set-aside. The requirement will be conducted under FAR Subpart 13.5, Test Program for Certain Commercial Items. This subpart authorizes, as a test prog ram, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5 million ($10 million for acquisitions as described in 13.500(e)), including options, if the con tracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. The North American Industry Classification System (NAICS) code for this acquisition is 48 8190, with a small business size standard of $6.5 million. The period of performance will be for a base period, 1 October 2006 through 30 September 2007, with four one-year options. This procurement is Subject to Availability of Funds (SAF). The contrac tor shall provide maintenance, repair and periodic testing of the Aircraft Arresting System at Robert Gray Army Airfield, Fort Hood, Texas. Special requirements for this service: a) mechanics working on the equipment must be graduates of the United States Air Force Level-5 Aircraft Arresting System (AAS) technical school and b) mechanics must have a minimum of two years experience in the operation, maintenance, and repair of BAK-12 Aircraft Arresting Systems. The Government anticipates issuing a Request for Quotations (RFQ), W91151-06-Q-0165, on or about 20 April 2006 with a tentative closing date of 12 May 2006. The RFQ will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. No paper copies of the solicitation will be mailed and telephone requests will not be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov.
