Description
This announcement replaces the initial sources sought announcement. The U.S. Army RDECOM, Night Vision and Electronic Sensors Directorate (NVESD), Operations Division, Human Resources Branch is conducting an educational survey with accredited univer sities in the Washington area having the qualifications and capabilities to conduct on-site educational programs at NVESD. These programs will be technical in nature and, at a minimum, should lead to a Master of Science in Engineering or Master of Science in Electrical Engineering with a desire of allowing on-site coursework (and possibly dissertations) that could lead to a Doctorate in Engineering. The programs should emphasize the primary business areas of NVESD to include electro-optics, optics, infrar ed systems, electro-magnetics, microelectronics, signal processing, image processing, acoustics, robotics, and basic technical courses that support these research areas. NVESD is requesting the following information be provided: (1) Proposed curricula th at addresses NVESDs business areas. (2) The possibility of transferring a higher number of course credits from an existing program to make a proposed program viable. (3) The cost of the programs should be outlined by credit hour, per course, and per ye ar. The possibility of a flat rate for all students regardless of domicile should be considered. Any additional fees that would be associated with providing an on-site program should be included. (4) The ability of the university to accept payment via a tax exempt VISA credit card. NVESD utilizes a tax exempt VISA credit card for payment of its individual training courses and programs. (5) Ability to teach classes on-site at the NVESD compound located on Fort Belvoir, VA. Classes will be conducted bet ween the hours of 9:00 A.M. to 4:00 P.M. Classes will be held one day a week, Monday, Tuesday, Wednesday or Thursday. Classes can not be held on Friday, Saturday or Sunday. (6) Acknowledgement that classes will consist of a minimum of 10 students unless mutually agreed upon by both NVESD and the university. (7) The ability of the university to provide counseling services to NVESD students concerning available and appropriate degree programs, degree program options and requirements, matriculation require ments and fees. (8) Acknowledgement that professors involved with the program must be a U.S. Citizen in order to gain access to the NVESD compound area. A resume will be required for professors willing to travel to NVESD to teach. NVESD will provide a facility for courses and be responsible for the purchase of all student textbooks. This request for information (RFI)/sources sought (SS) notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligat ion on the part of the U.S. Army RDECOM. The purpose of this RFI/SS is to identify potential sources that may be interested in and capable of providing the services described herein. U.S. Army RDECOM does not intend to award a contract on the basis of re sponses nor otherwise pay for the preparation of any information submitted or for NVESDs use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NVESDs evaluation of the information received . SUBMISSION: Responses to this RFI should be submitted no later than 4:00 pm EDT on 31 May 2006. An original and one copy shall be sent to Night Vision and Electronic Sensors Directorate, ATTN: AMSRD-CER-NV-OPS-HR (Lynn Showers), 10221 Burbeck Road, Fo rt Belvoir, VA 22060-5806.
