Description
The Philadelphia District intends to issue a best value procurement for an inland river, all welded steel Quarters Barge for the Corps of Engineers St. Paul District. The project entails detailed design development and construction. The primary mission of the new barge will be to provide living quarters and for galley, mess and other on-board facilities to serve a crew of 40 persons from the COEs Dredge GEOTZ working on Mississippi River projects. During the operating season (generally May to N ovember), the barge will be towed to each job site along with other drege plant. Crew workers will be aboard during the tow. At the job sites, the barge will be moored outside the navigation channel. Service will be in the fresh waters of the Mississipp i River and its tributaries. During the operating season, the barge will be subject to the normal northern ranges of heat, humidity, and precipitation. During the early spring and late fall, the barge will operate in freezing temperatures. The barge wi ll winter in the upper Mississippi and idled with full electric power and complete support services. The barge will be manned during the winter and crew may be berthed aboard. The principal dimensions of this vessel are: overall length 160 ft, 0 inches; length between perpendiculars 146 feet 10 inches; beam (molded) 39 feet, 4 and ? inches; depth at side (molded) 11 feet 6 inches; and depth on centerline (molded) 11 feet 6 inches. The acquisition will be a negotiated, best-value procurement as described by FAR Part 15, Contracting by Negotiation. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and evaluated on the merit against the following ev aluation factors listed in descending order of importance: Technical factors- Construction experience with similar vessels, Management, Past performance and Product; Price factor-Price reasonableness. The technical factors, as a whole, are more important than price but price remains a significant factor. Initial price and technical proposals must be submitted in accordance with the requirements of the RFPs Section L-Proposal Requirements and Evaluation Criteria. The Government may award a contract on th e basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. RFP No. W912BU-06-R-0024 will be available on/about May 1, 2006. Hard copies will not be available and written or fax requests wi ll not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the hyperlink to the FedTeds web site on (or after) the issue date. The official media of distribution for the RFP is the Web. All amendments to the RFP will be posted to the FedTeds web site. It is the offerors responsibility to monitor the FedTeds web site for any amendments. Interested firms must register at FedTeds in order to access the solicitation. Offerors are responsible for printi ng copies of the RFP and any amendments. Proposals will be due on, or about, June 7, 2006. The NAICS code is 336611 and the size standard is 1000 employees. Bonding, warranty of supplies, and liquidated damages will all apply. All contractors are required to be registered in the DODs Central Contract Registry before award as required by DFARS 204.7300.
