- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Navy seeks to purchase from a responsible vendor, multiple Dental Delivery Systems for various Medical Treatment Facilities and US Naval Vessels. The Request for Proposal number is N62645-06-R-0010. The government anticipates award of a firm fixed price Indefinite Delivery Indefinite Quantity contract for Dental Delivery Systems. Minimum quantity is 8 shipboard systems, and maximum quantity of 80 shipboard with an additional quantity Minimum 0 (zero) for Shore based systems with a maximum of 360 Shore based to be ordered over a five year ordering period beginning with the resultant contract?s award date. NAICS 339114. Size standard is 500 employees. This is Full and Open Competition. Offerors are required to provide business proposal and technical proposal along with documentation (to include, but not limited to: product literature, specifications, features, and warranty information) no later than 12 May 2006 at 1630 (4:30PM) EST. The following major six equipment components constitute a complete Dental Delivery System for Ship and Shore usage. Each item is defined under a decimal number suffix in the complete solicitation in the following order: 10.1: Light, Dental Operating 10.2: Unit, Dental Operating 10.3: Chair, Dental Operating 10.4: Light Source, Fiber Optic 10.5: Stool, Dental Operating, Doctor 10.6: Stool, Dental Operating, Assistant EVALUATION FACTORS FOR AWARD: The four technical factors (Factors A, B, C & D below) combined are significantly more important than price, and are listed in a descending order of importance. However, if two or more offerors are determined to be substantially technical equivalent, price may become a critical factor and award may be made to the lower priced proposal. In any event, NMLC intends to award to Best Value using trade-off procedures. The government intends to award without discussions, but reserves the right to conduct discussions. The government reserves the right to award to other than the lowest offeror. The government reserves the right to award to other than the highest rated offeror. A.
