Description
The Military Sealift Command (MSC) Engineering Directorate requires non-personal services in the areas of marine engineering, naval architecture, electrical and electronics engineering, maintenance engineering, shipboard testing and inspections and failure analysis. The work is varied and the contractor will be required to provide a wide range of engineering services to support the operation and maintenance of MSC ships. Some examples of work to be performed may include narrowly defined tasks relating to an individual ship, such as revision of a docking plan, addition of specific galley equipment, a finite element analysis of a specific area, the survey of the entire HVAC system, rerouting a sewage system, revision of an electric one line drawing, or a load analysis on the power distribution system. Some tasks will be large, class-wide, or even fleet-wide programs instituted to meet broad objectives or direction. Examples of these may include preparation of a procurement specification for air compressors, redesign of the machinery automation systems on a class of ships, failure analysis of main propulsion motors on a class of ships, or an entire work package for conversion of a Navy ship to civilian mariner operation. The general disciplines in which the contractor might be tasked to perform are: marine and mechanical engineering; electrical and electronic engineering; naval architecture; engineering management; engineering specialists, as well as multi-disciplinary areas. The contractor shall provide services for the Government?s engineering studies, analysis, shipchecks, technical reports, work package development, and design engineering. The contractor shall be prepared to provide these services in all areas of the world where the Government has requirements to perform the engineering services onboard Government ships and at Government shore-based offices. The contractor may be required to perform studies, analyses, shipchecks, technical reports, work package development, and design engineering. Specific task descriptions and instructions, sufficient in detail to allow for contractor performance, shall be issued with each task order (TO) issued under this contract. Multiple awards may be made to develop a pool of established contracts. Under these contracts, no work shall be performed until directed by a task order.
