- This is a brand name combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6, as supplemented with additional information included in this notice and using the simplified acquisition procedures in FAR Part 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N68936-06-T-0101, is issued as a request for quotation (RFQ). The Contracts Department at Naval Air Warfare Center - Weapons Division, Point Mugu, CA, has a requirement to procure brand name Polycom VSX7000 Video Teleconferencing Units, VSX 7000S IP NTSC - 7 units, VSX 8000 Series QBRI Mod w/CBL - 3 units, VSX 7000E IP w/PowerCam-Inc PCAM 3 units and VSX 7000 Quad BRI Mod-CBL Incl 7 units. FOB Destination pricing only. Questions resulting from this synopsis/solicitation must be received not later than six (10) days prior to the closing date (email them to josie.babcock@navy.mil). Offer must include a completed copy of the provisions at FAR 52.212-3, Offer Representations and Certifications - Commercial Items, and 52.219-1 Small Business Program Representations. This requirement is brand name because of the following reason. The Polycom VSX7000 Video Teleconferencing Units will be installed at various locations at the Point Mugu and China Lake Ranges. These units are replacements for the aging and failing Picturetel Venue 2000 and Picturetel 970 systems currently in place. VTCs are used extensively in the Navair organization for cross-site and multi-site video conferencing and collaboration in an effort to reduce costs associated with travel. VTC units are inherently collaboration tools, all devices participating in the collaborative meeting must be compatible with each other. When equipment brands and model begin to deviate, the result is always incompatibility problems and thus downtime and lost productivity. To prevent such issues, the Navair Video Team has chosen and madated the Polycom VSX7000 as the standard VTC model for mid-large size conference rooms across the command.
