Description
The U.S. General Services Administration is looking for a contractor that shall furnish the necessary personnel, labor, parts, materials, service, tools, rigging and all ancillary equipment required to perform all the tasks necessary for, or incidental to, the performance of Preventive Maintenance/Inspection Services, Remedial Maintenance and Repairs on the newly installed three (3) Solar Turbine 130 Generator units located in the Utility Building at the Social Security Administration, National Computer Center, 620l Security Boulevard, Woodlawn, Maryland 21235. Service shall be for a twelve (12) month period. The GSA shall procure these services using FAR Part 12 - Acquisition of Commercial Items. Services shall include monthly, semi-annual and annual inspections of various equipment components to ensure their continued sound operation, as well as as-needed repairs or emergency services caused by equipment failures. Preventive maintenance and inspection services shall be performed at regularly scheduled intervals. During the twelve month period there shall be ten (10) operational inspections - it is anticipated that each inspection shall allow for 2 days on-site services by one technician with the use of additional technicians, if necessary, one (1) semi-annual inspection - it is anticipated that each inspection shall allow for 8 days on-site by at least 2 technicians; and one (1) annual inspection - it is anticipated that each inspection shall allow for 20 days on-site by at least 2 technicians. As part of these services, the contractor shall also perform "corrective maintenance." Corrective maintenance is defined as the correction of any discrepancy (ies) that can be accomplished during a regularly scheduled inspection. These corrections shall include those discrepancies discovered during the inspection or identified by the customer, and reviewed with the contractor, prior to the inspection based on entries made in the government-maintained equipment malfunction/problem log book. Trouble calls and/or emergency services are defined as unscheduled requests for the services of a technician to correct any equipment malfunction. Trouble calls and/or emergency services shall be provided at no additional cost to the government. The contractor shall have a Solar Turbine factory-certified trained service personnel available within a four (4) hour response time to the National Computer Center. In the event that the response time is longer than four (4) hours, the contractor may be assessed a monetary deduction. The Turbine Generator units shall be maintained at an acceptable level throughout the contract performance period. An "acceptable level" of performance is defined as that level of operation and maintenance which will preserve the equipment, and its systems in unimpaired condition and above the point where deterioration will begin, thereby ensuring that the normal life expectancy of the equipment will not be diminished. The contractor is responsible for performing scheduled and unscheduled maintenance, repairs and testing as required by Solar maintenance standards and SSA requirements, including trouble and/or emergency call-back service. The contractor shall be responsible for maintaining an inventory of all consumable supplies and necessary spare parts and/or for obtaining such parts in meeting the service requirements of the contract.
