- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intends to solicit, negotiate and award a sole source Purchase Order (Contract) under an approved Agency Standardization Program to L3 Communications-Narda East, 435 Moreland Road, Hauppauge, NY 11757. The NAICS code is 334220. The following item will be procured: Item 1. UC6M2-410A000, Narda, C-Band low Phase Noise Upconverter. The statutory authority permitting other than full and open competition applicable to this procurement is FAR Subpart 6.302-1(b) (4), 41 U.S.C. 253 (c)(1); ?When the Agency head has determined in accordance with the Agency?s standardization program that only specified makes and models of technical equipment and parts will satisfy the Agency?s needs for additional units or replacement items, and only one source is available?. L3 Communications-Narda East Upconverter is currently embedded into the World Wide Network as the satellite modem. The Agency has standardized on the Narda product line for the worldwide distribution of satellite equipment to insure standardization in terms of training, acquisition of network spare parts and compatibility into the existing satellite networks and the associated systems. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by close of business 2 PM EST, Friday, April 28, 2006 and shall reference RFQ No. CON-06-0026 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
