Description
Amendment 0001: The purpose of this amendment is to answer responses to questions presented and to amend the current solicitation to revise the DUE DATE OF PROPOSALS TO: APRIL 24, 2006, EST, AT 4:00PM. Except as provided herein all other terms remain unchanged. Question: Person or entity currently performing the contract/project. Answer: There is not a contract currently in-place. We have used local vendors for Ad Hoc sessions. Question: Old contract or an outline of the main differences between old statement of work and the current one. Answer:Since there was not a previous contract there is not a previous statement of work. Question: Old award/contract information -amount and/or price, etc. Answer: Since there was not a previous contract there is no information on an old award/contract/price, etc. Question: Which part(s) of this bid can be e-mailed and or faxed to help with reduction of waste and help the environment? (We are going paperless 100% very soon, and need your help!)Answer: No electronic submissions are acceptable. As stated in solicitation, signature of the SF-18 is required.Question: Would online web-based training be an option the customer would consider for this training? Answer: No, we?ve found personal training and assessment to be better for our organization. The training is targeted toward those who request the service.Question: Pursuant to 13 C.F.R. 607 If you have a reasonable expect two or more qualified HUB Zone certified businesses will be submitting offer and if you believe the contract can be awarded to one of them at a fair market price, would you modify, amend, or otherwise place the requirement under a competitive HUB Zone set aside. Answer: The Contracting Officer has no reasonable expectations of two or more qualified HUB Zone Certified Business submitting acceptable proposals at this time. Question: What would you consider a "fair market price" as the term is defined under 13 C.F.R. 607"? Answer: Please refer to the Federal Acquisition Regulation (FAR) Part 19 to define ?fair market price?.Question: Would you agree that the United States Code defines the word "qualified" as qualified to be HUB Zone certified company and that a determination of whether a HUB Zone is qualified is made by the Small Business Administration rather than a contracting officer. Answer: Yes, determination of qualification of HUB Zone Company is determined by the Small Business Administration.Question: How do you define the term "reasonable expectation" as the term is used in 13 C.F.R. 607? Answer: Please refer to the FAR Part 19 to define ?reasonable expectation?.Question: How many people are currently employed at the DOC? Answer: The Ergonomic Training that will take place is for the Office of Bureau of Economic Analysis (BEA) within the DOC, has approximately 500 employees. Question: How many locations/offices/worksites does the DOC have across the United States? Answer: BEA has one location ? 1441 L Street, NW, Washington, DC 20230 Question: How does the DOC intend to brief workers and assist employees who are unable to attend scheduled briefings? Answer: Participating in the program is optional for employees. However, assessments are only done for those employees who attend the briefing.Question: How does the DOC intend to promote participation? Answer: Attendance is optional; employees decide if they want to participate.Question: How does the DOC intend to track participation? Answer: Participation is collected by the training manager and information provided to the safety and health officer. In addition, those who have asked for help through the safety and health office are directed to take the briefing and complete the assessment.Question: How does the DOC intend to measure the success of the program? Answer: Participants fill out a program evaluation and submit to the training office.Question: Is the DOC interested in learning more and receiving a bid from PeakCare to implement the PeakCare Ergonomic Training Software for all employees in combination with face-to-face consultants? Answer: Not at this point.Question: Are all of the employees to be assessed in the same physical location? Answer: Yes Question: Section 3-"Past Performance" paragraph (b) requires both three and five past performance references. Please clarify. Answer: Offeror shall provide five (5) past performance references for which performance occurred within the past three (3) years.Question: 4. Would you expect the briefing sessions to be concurrent, sequential, or spread out over the period(s) of performance? This goes to manpower requirements and travel expenses. Answer: Spread out over the period of performance. Question: On Form 18, under Quantity (c) you have listed 1920 and then in the next column Unit (d) listed HR. What is the 1920? Answer: 1920 are the number of working hours available per year. Question: The reason I ask is that in the RFQ, page 2 under III Schedule-it states a minimum of 3 but not more than 12 briefing sessions with up to 10 assessments per session. That would be a MAXIMUM of 12 Briefings and 120 assessments. Which by my calculations would by way less than 1920 hours of work for a year? Thus, I was unsure what the 1920 meant? Answer: The offeror shall state in proposal the number of hours needed to complete task.Question: Did you have a vision for how long the briefing sessions should be? (30 minutes, 60, 90, longer??) Answer: At least 90 minutes Question: Is the goal to do a briefing and then see all 10 folks on the same day or can this be spread out over 2 days? Answer: It shall state in your proposal how long it will take to brief all 10 attendees. This solicitation is being issued in accordance with the FAR Subpart 13, Proposals are being requested in response to the attached Request for Quotation (RFQ) Number DG1321-06-RQ-0377. The NAICS Code is 541618 the size standard is $6.0 million dollars. The U.S. Department of Commerce (DOC), Bureau of Economic Analysis (BEA), has a requirement for Ergonomics Training in accordance with the attached RFQ. All questions concerning this requirement must be submitted by April 10, 2006, via email to alisa.r.seawright@noaa.gov. A labor hour purchase order is anticipated. Proposals submitted in response to this notice are due by 4:00 p.m. Eastern Standard Time on April 19, 2006. Proposal must be delivered via email to alisa.r.seawright@noaa.gov.
