- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 8 month sole source contract using simplified acquisition procedures to the National Association Of State Medicaid Directors, 810 First St., NE, Suite 500, Washington, DC 20002. The anticipated date of award is 5/12/2006. The purpose of this contract is to support activities of the National Association of State Medicaid Directors to assist its members with Medicaid MH/SA services issues. The Contractor shall be responsible for but not limited to the following: The contractor shall furnish the necessary personnel, facilities, equipment, materials and supplies, and perform the work set forth below. All reports, statistics, or tables produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA or CMHS may utilize, print, or disseminate such material without further charge. No articles or other publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and review by the Government Project Officer. In accomplishing its work, the contractor shall work collaboratively with the Substance Abuse and Mental Health Association (SAMHSA) the Centers for Medicare and Medicaid Services (CMS), and other relevant agencies of the Department of Health and Human Services (HHS). Where applicable, the contractor shall also collaborate with the National Association of State Mental Health Program Directors (NASMHPD), the National Governors Association (NGA), and the National Conference of State Legislatures (NCSL). The Contractor shall meet with the GPO to review the proposed workplan. Revise the workplan in response to GPO comments. Using organizational information and recommendations provided by key informants in NASMD, the contractor shall identify priority MH/SA issues of interest to State Medicaid agencies. In developing this information, the Contractor shall consult with the National Association of State Mental Health Directors (NASMHPD) to identify issues affecting the roles and relationships of mental health and Medicaid agencies. Further, the contractor shall review activities of SAMHSA and its federal agency partners in the area of MH transformation and identify elements of greatest relevance to State Medicaid agencies. The information gained through this task shall be summarized in a paper of five pages or less and utilized in addressing the remaining tasks under this contract. Plan, organize, and conduct at least three ?Pairs? meetings consisting of five (5) members from the NASMD Executive Committee, five (5) members from the National Association of State Mental Health Program Directors Executive Board, and up to three representatives each from SAMHSA and CMS. The purpose of these meetings will be to foster relationships between state and federal Medicaid and mental health officials through focused policy discussions. Directors will agree on approaches to common program issues and determine strategies from improving communication and coordination between State MH and Medicaid programs. Each meeting will be for a half-day. All expenses necessary for individuals to attend the meeting will be assumed by SAMHSA and/or CMS, or the individuals involved. All other expenses (e.g., meeting room rental) will be assumed by the contractor. Develop and administer a Medicaid and Mental Health Technical Advisory Group (TAG) that would allow state experts on Medicaid and mental health as well as participants from SAMHSA and CMS to participate in bi-monthly conference calls during which TAG members can discuss recent developments in Medicaid and mental health. The group will develop languages and strategies for implementing best practices and will share recommendations with the NASMD Executive Committee. Work will include coordinating conference calls and developing a contact list for TAG communications. The TAG will not exceed fifteen (15) members and will be chaired by a state Medicaid official. The TAG will include a NASMD Executive Committee liaison, a NASMD staff liaison, a CMS liaison, and a SAMHSA liaison. At least five members will be composed of representatives of State and County MH agencies/administrators. Provide ongoing collection, synthesis, and dissemination of information concerning Medicaid MH/SA services. Methods of dissemination should include teleconferences, web-based materials, e-mails, mailings, and presentations at conferences. At least three presentations with MH/SA content shall occur at national NASMD-sponsored conferences or meetings. Among the specific activities to include under this task should be the following: Provide exchange of information among states on development of new mental health policies; Provide information on the implementation of Medicare Part D for dual eligibles and related program actions; Include MH/SA-specific issues into monthly conference calls with State Medicaid authorities and include mental health articles into the Medicaid Management Institute (MMI) Bulletin, NASMD?s monthly newsletter, on an ongoing basis. Develop and incorporate mental health issues into national meetings of State Medicaid Directors, through presentations, focus groups, or other means. Further, for meetings where applicable, provide complimentary registration for up to five (5) members of the National Association of State Mental health Program Directors (NASMHPD) and for up to two (2) staff members from NASMHPD. Also provide complimentary registrations for up to six (6) staff members from the Substance Abuse and Mental Health Administration (SAMHSA). Ensure discussions about Medicaid and mental health during other meetings, including APHSA national meetings and NASMD Executive Committee meetings. Design and institute a special mental health section within the NASMD website. Each quarter, provide a two-page summary of activities planned and completed during the period. Following completion of the previous tasks, submit a 5-page report summarizing work under this contract, and making recommendations to SAMHSA concerning additional activities to assist State Medicaid authorities in improving mental health services for Medicaid beneficiaries. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
