- This requirement is unrestricted (full and open). The U.S. Coast Guard decided to open this acquisition as full and open due to the responses of the sources sought synopsis (Reference Number DRYDOCK 47?LIFEBOAT), posted March 10, 2006). The solicitation will be issued electronically on the FEDBIZOPPS web page on or about May 01, 2006, at http://www/eps/gov/. Please sign up for the Auto Notification Service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS COMMERCIAL ITEM REQUIREMENT IS UNRESTRICTED (FULL AND OPEN) AND WILL BE EVALUATED USING PAST PERFORMANCE AS THE MOST IMPORTANT EVALUATION FACTOR. This acquisition is for drydock repairs to the 47? Foot ?B? Class Motor Lifeboats. These vessels are tentatively geographically restricted to 140 nautical miles from Woods Hole, MA. The requirements period is to run 12 months from date of award. The procurement contains two (2) 12 months option years to be exercised at the government?s discretion. This work will include, but is not limited to: Clean and Inspect Engine Exhaust System; Preserve Underwater Body; Welding Repairs; UT Shot Hull Testing; Renew Rub Rail System; Inspect Frame 5 Bulkhead and Penetrations; Renew Rudder Bearings; Inspect Recovery Port Deck Grating; Clean and Inspect Fuel Tank; Clean and Inspect Buoyancy Chamber; Remove and Reinstall Main Engine; Gearbox Removal, Installation, and Alignment; Remove, Inspect, and Reinstall Cardan Shaft; Remove, Inspect, and Reinstall Propeller Shafts; Renew Strut; Renew Water-Lubricated Shaft Bearings; Remove and Reinstall Propellers; Open and Inspect Deck Lights; Test, Overhaul, and Renew Valves; Inspect and Overhaul Sea Strainers; Fuel Vessel; Inspect Hydraulic Steering Gear; Remove, Inspect, and Reinstall Rudder Assemblies; Remove, Inspect and Reinstall Tow Reels; Taff Rail Repair; Hand rail Renewal; Renew Zinc Anodes; Non-Skid Deck Pad Renewal Hull Insulation Renewal Provide Temporary Logistics; Routine Drydocking; Trim Tab Renewal; Frame Renewal; Straighten Shaft; Fuel Return Line Modification (EC 47MLB-(A)-035); and Interference Removal. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
