Description
The Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in Wernersville, Pennsylvania for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The geographically-defined area follows: No further than 12 miles east of 18 - 19 Sportsman Road, Wernersville, PA; not beyond North 11th Street in Reading, PA, and accessible within 3 blocks of a direct public transportation route via BARTA. Performance period under this contract will be for a one year base period to begin on October 1, 2006 with four (4) one year option periods, with service ending (if all option years are renewed) on September 30, 2011. The services required for this contract include: Base Year (10/1/06-9/30/07): Estimated Number of Inmates 12: Intake Assessments (one per inmate) for 12 inmates = 12 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units per 12 inmates = 204 sessions; Group Counseling Sessions (30 minutes = 1 unit) 62 units per 12 inmates = 744 sessions; Mental Health Intake Assessments 1 report per 1 inmate = 1 report; Medication Monitoring 2 units per inmate for 1 inmate = 2 units; Mental Health Counseling (30 minutes = 1 unit) 2 units per 1 inmate = 2 units; Option Year 1 (10/1/07-9/30/08): Estimated Number of Inmates 13: Intake Assessments (one per inmate) for 13 inmates = 13 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units per 13 inmates = 221 sessions; Group Counseling Sessions (30 minutes = 1 unit) 62 units per 13 inmates = 806 sessions; Mental Health Intake Assessments 1 report per 1 inmate = 1 report; Medication Monitoring 2 units per inmate for 1 inmate = 2 units; Mental Health Counseling (30 minutes = 1 unit) 2 units per 1 inmate = 2 units; Option Year 2 (10/1/08-9/30/09): Estimated Number of Inmates 14: Intake Assessments (one per inmate) for 14 inmates = 14 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units per 14 inmates = 238 sessions; Group Counseling Sessions (30 minutes = 1 unit) 62 units per 14 inmates = 868 sessions; Mental Health Intake Assessments 1 report per 1 inmate = 1 report; Medication Monitoring 2 units per inmate for 1 inmate = 2 units; Mental Health Counseling (30 minutes = 1 unit) 2 units per 1 inmate = 2 units; Option Year 3 (10/1/09-9/30/10): Estimated Number of Inmates 15: Intake Assessments (one per inmate) for 15 inmates = 15 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units per 15 inmates = 255 sessions; Group Counseling Sessions (30 minutes = 1 unit) 62 units per 15 inmates = 930 sessions; Mental Health Intake Assessments 1 report per 1 inmate = 1 report; Medication Monitoring 2 units per inmate for 1 inmate = 2 units; Mental Health Counseling (30 minutes = 1 unit) 2 units per 1 inmate = 2 units; Option Year 4 (10/1/10-9/30/11): Estimated Number of Inmates 16: Intake Assessments (one per inmate) for 16 inmates = 16 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units per 16 inmates = 272 sessions; Group Counseling Sessions (30 minutes = 1 unit) 62 units per 16 inmates = 992 sessions; Mental Health Intake Assessments 1 report per 1 inmate = 1 report; Medication Monitoring 2 units per inmate for 1 inmate = 2 units; Mental Health Counseling (30 minutes = 1 unit) 2 units per 1 inmate = 2 units; Mental health services may be provided by the contractor or subcontracted out to another contractor. The contractor must possess a current license to provide outpatient substance abuse treatment in accordance with the Pennsylvania Department of Public Health. The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work Northeast Region dated December 2005. The solicitation will be available on or after May 15, 2006 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about June 16, 2006. All responsible sources registered in CCR may submit a quote, which will be considered by this agency.
