- NOTE TO POTENTIAL BIDDERS, SUPPLIERS, PLAN ROOMS AND ALL OTHER PLAN HOLDERS OF THE PREVIOUS SOLICITATION: THIS SOLICITATION IS A TOTAL REPACKAGE. IT IS THE BIDDERS/SUPPLIERS RESPONSIBILITY TO ENSURE THAT THE MOST RECENT COPIES OF THE SOLICITATION DOCUMENT AND PLAN PACKAGE ARE USED IN PREPARING BIDS. THE PLAN PACKAGE WILL CONTAIN AN "R" IN THE PROJECT NUMBER TO DISTINGUISH FROM THE ORIGINAL SOLICITATION ISSUED IN DECEMBER 2005; i.e. CA PRA SEKI 10(6R). This project will consist of two separate but similar schedules involving road reconstruction, retaining walls, and drainage on 2.566 kilometers of roadway for CA PRA SEKI 10(6R), Generals Highway, in Sequoia-Kings Canyon National Park, Tulare County, State of California. The two schedules will allow for different traffic control requirements to complete the work. Estimated price range is between $9,000,000 and $11,000,000. Significant differences from the original solicitation package issued on December 16, 2005 include: 1) Revised roadway excavation and waste quantities based on revised vertical profile. 2) A pavement removal item has been added. 3) A revised retaining wall backfill detail has been included. 4) A site for placing clean waste excavation not including pavement material has been provided within 16 km (10 miles) of the project. 5) Minor hot asphalt concrete (Section 402) has replaced Hot asphalt concrete pavement (Section 401). 6) Different traffic control requirements for each schedule have been included in Subsection 156.03. Principal work items for both schedules in this solicitation include: lump sum contractor testing; surveying and staking (various); 2,900 m silt fence; lump sum watering for dust control; 28,000 m2 clearing and grubbing; removal of structures and obstructions (various); 3,300 m3 roadway excavation; 617 m2 concrete retaining wall (various types and lengths); 180 each soil nails (various); 4,800 metric tons aggregate base; 5,700 metric tons hot asphalt concrete pavement; 304 m2 reinforced shotcrete; 20 each concrete headwall; 270 m pipe culvert; 4,260 m Portland cement concrete curb, sidewalk, and wheelchair ramp; 358 m stone masonry guardwall (various); 243 m stone masonry parapet and 368 stone masonry veneer (various); 7,500 hours (Schedule A) 1,200 hours (Schedule B) flagger and 2,800 hours (Schedule A) 600 hours (Schedule B) pilot car. Tentative advertisement date is May 3, 2006. Information regarding this solicitation is available only from FHWA Lakewood Office. Bidders/Offerors must acknowledge all amendments in order to be deemed responsive to this solicitation. It is the bidders/offerors responsibility to check for any amendments issued during the advertisement period. Amendments can be found at CFLHD's website and on the FedBizOpps website listed above. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. A bid guarantee is required with any bid in excess of $25,000. Bid guarantee shall be 20 percent of the amount of the bid, or $3,000,000, whichever is less. For bid guarantee purposes, the amount of the bid is the aggregate of the Lump Sum Base Bid, all options (if any), and the product(s) of each unit price (if any) multiplied by the applicable number of units shown on the bid form.
