Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is a small business set-aside. The Tuscaloosa VA Medical Center, 3701 Loop Road East, Tuscaloosa, Alabama 35404 is issuing a Request for Quotes (RFQ), solicitation number RFQ679-001-09JW, for the following products. These products will be used as part of an ongoing effort to maintain continuity in our Historical Streetscape Project. The items required are manufactured by Sternberg Lighting Corporation. We need nine (9) each Light Brackets #2-799PT/VG 2 for 3? Fitter, nine (9) each Fourteen Foot Tapered Poles #4214 TFP5/VG 14 with 3? tenon, Fifteen (15) each Ten Foot Tapered Poles #4210 TFP5/VG 10 with 3? tenon, Forty-One (41) each Fixtures 1130A/5P/PT/VG/70HPS/277V with 3? tenon, Four (4) each Bollards 4210-42/70HPS MULTI-277V/277V/MED SOCKET/VG LAMC70S62M, and Forty-Five (45) each LAMC70S62M 70W HPS CLR MED BASE 331926 UPC #PHILITZZOCL. All items must be delivered FOB to Tuscaloosa VA Medical Center, 3701 Loop Road East, Tuscaloosa, Alabama 35404. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-08. Offerors responding to this announcement shall provide all information contained in the Federal Acquisition Regulation (FAR) Clause 52.212-1, Instructions to Offeror-Commercial Items. As stated in this clause, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror?s initial offer should contain the offeror?s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The provision at 52.212-2, Evaluation Commercial Items applies to this solicitation. Paragraph (a) of FAR 52-212-2 is added to read: Lowest Price Technically Acceptable. The resulting firm fixed price award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award. Contractors are responsible for the accuracy of the information added to CCR. To register, go to http://www.ccr.gov/. The FAR can be found on the Internet at the following address: http://www.arnet.gov/far/. Offers are due by 4:00 PM CST on 2 May 2006, at the address shown in this synopsis. Responsible quotes may be faxed to Jerry Watts at (205) 933-4489 or they may be emailed to jerry.watts@va.gov along with a comprehensive description and price per item and a total price for the entire procurement. To be considered responsive, offerors must provide sufficient documentation authorizing them to market Sternberg Lighting Corporation products to permit agency analysis to establish a bona fide capability to meet the requirements. Telephonic responses will not be accepted. Ensure you reference the solicitation number, RFQ679-001-09JW, in your response. All responses received within 10 calendar days of this synopsis will be considered. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
