A First Article Test is required. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. Potential sources are not to utilize intellectual property of third parties without appropriate authorization of the intellectual property owner. Potential sources are cautioned that no part of the government property qualification requirement is intended to endorse or encourage the improper use of intellectual property developed by the Original Equipment Manufacturer or any other third party. Surplus sources may be considered. For qualification information/source approval request contact OC-ALC/BC (405) 739-7244. Form/Fit/Function: This tube liberates the #4 bearing. All diminutions and attributes are critical; if this part fails, loss of aircraft is a high probability. Material: PWA 770 SST. Dimensions: 5.0 X 10.0. Destination: Tinker AFB, OK. Delivery: One hundred forty one each on or before July 31, 2007. The approximate solicitation issue date will be April 18, 2006. The anticipated award date will be May 31, 2006. Written procedure will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms(s) listed: Pratt & Whitney, East Hartford, CT. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price, technical capability, and past performances detailed in the solicitation. Note: an Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
