Description
Description: THIS IS A DRAFT SOLICITATION. The United States Army Contract Command Southwest Asia is acquiring Base Operations and Security Support Services at Camp As Sayliyah, Doha, Qatar, to fulfill its mission. Requirements include: Security, Lo gistics, Public Works, Morale, Welfare and Recreation, Medical, Safety, Environmental, Fire Department and Postal Services. The Government intends to award a Cost Plus Award Fee contract, with a 60 day Phase-In Period. The period of performance will contai n a one year Base Period and four one-year options. The current contract expires 30 September 2007. The NAICS for this procurement is 561210. The Government requests industry input on draft solicitation W912D2-06-R-0005. Clarity and improvement of scope are particularly important to the Government. While specific comments/recommendations are requested in the items below, comments in other areas are important and will be considered. Industry Comment/Recommendations in the following areas are specifically requested: 1) Is a 60 day Phase-In Period reasonable? If not, please elaborate on why 60 days is not adequate and recommend an alternative time period. 2) Is the Performance Work Statement clear in terms of each requirement? If not, please provide areas that need improvement. 3) Are the Performance Work Statement and related documents clear on the Operation of Utility Plants  Section C.C.5? If not, please provide specific recommendations for areas of improvement. 4) Does the Workload data provide enough information to assist you in preparing your proposal? If not, please specify what other data do you desire? 5) Are property issues adequately addressed? Are Government and Contractor property responsibilities clearly defined? 6) Are the proposal submittal instructions in Section L clear? Are the page limitations reasonable? 7) Is the pricing guidance in Section L clear and achievable? It is acknowledged that the price proposal template has not been provided at this time. 8) Are the evaluations Factors, Sub-factors and Elements in Section M clear? 9) Are the standards identified in the Performance Requirements Summary reasonably achievable? Comments and recommendations for the draft solicitation are requested by 15 May 2006. The Government will accept comments received after this deadline but requests prompt submittal due to time constraints. All information received will be protected and saf eguarded as Acquisition/Source Selection Sensitive in accordance with FAR 3.104, Procurement Integrity.
