- As prescribed in FAR 15.209(c), the following provision is inserted: IAW FAR 52.215-3 --Request for Information (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the informatio n solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of identifying information on F-16 ARC-210 Antenna that have already been developed and may be modified to meet the agency requirement as listed below: AATC is conducting a Request for Information/ Sources Sought in an effort to determine potential sources for a Beyond Line of Sight (BLOS) radio for Air National Guard (ANG) and Air Force Reserve Command (AFRC) F-16C Block (25, 30, 32) aircra ft. This announcement is for market research and does not constitute an RFP. AATC is seeking contractors who are interested in providing two affordable antennas for a possible ARC-210 radio installation using the latest Commercial off-The Shelf (COTS) tec hnology. One antenna would be a replacement for one of the current UHF blade antennas on the F-16 to allow SINCGARS and the second antenna would be a conformal SATCOM antenna. The initial effort would require one fully operational ARC-210 radio for an Ope rational Utility Evaluation (OUE). Follow on production phases are dependent on OUE results and funding, which is not currently budgeted. The government is looking for a system that offers best value to the government, not necessarily the lowest procureme nt cost; however, affordability is the most important factor. The following information is provided to assist in conducting a RFI/Sources Sought by identifying potential contractors who have the skills, experience, and knowledge required to successfully c omplete this effort. Blade Antenna Requirements: (1) Form fit replacement for one of the current F-16 UHF blade antennas. (2) Tunable antenna capable of 30 MHz to 512 MHz, tunable range must be 30-88 MHz, will receive tuning info through the ARC-210 antenna tuning interface. (3) Antenna capable of SINCGARS. (4) Antenna must not degrade current UHF or SADL communications ranges. (5) Gains comparable to: -14 dBi at 30 MHz, -4 dBi at 88 MHz, -3.5 dBi at 108 MHz, -4.5 dBi at 174 MHz. SATCOM Antenna Requirements: (1) Conformal antenna capable of all F-16 operating conditions and limitations. (2) 240 to 380 MHz. (3) 125 watts minimum with 200 watts maximum. (4) Right hand circular polarized. (5) 2 dBiC minimum. (6) The current UHF b lade antennas can be used for low angle SATCOM transmission and reception, the conformal antenna will be required to handle high angle SATCOM. Interested parties capable of providing these antennas, which meets or exceeds the above requirements, shall provide a Statement of Capability (SOC) that demonstrates the existing capability to provide, modify, and sustain the system and a description of s ystem capabilities. The SOC shall be unclassified and the information submitted should be pertinent to, and identify system capability as related to the technical effort requested above. A limit of fifty (50) pages is imposed for the responses. Responses should be received by close of business 1 September 2006.
