- Headquarters, US Army Field Support Command (AFSC) is conducting a market survey of industry to identify actual/potential sources that exhibit the capability to manufacture and supply RDX and HMX based explosives. As an indicator of your qualificatio ns, a respondent to this market survey must be able to demonstrate that they have adequate technical and manufacturing capacity, and acceptable past performance, in processing RDX and HMX explosive compositions and/or similar explosive material(s). A respo ndent to this market survey needs to have available the majority of the skills and facilities that are required to manufacture this item, in a facility located within the National Technology Industrial Base (NTIB). To meet the NTIB requirement the producti on of RDX and HMX based explosives must be accomplished within the boundaries of the United States or its territories, or in Canada. Subsequent to receipt of responses to this sources sought notification and analysis of all information submitted, it is con templated that a solicitation would be issued, restricting consideration of offers in accordance with 10 U.S.C 2304(c)(3)/FAR 6.302-3(a)(2)(i) to those submitted by NTIB sources. Interested companies who feel they have the necessary capabilities should res pond by providing the Government the following information by 18 May 2006: a summary of the companys capabilities; description of facilities, personnel and related manufacturing experience; estimated minimum and maximum monthly production quantities, with associated lead times for deliveries of RDX and HMX based explosive compositions; whether RDX and HMX explosives are in production or when they were last produced; other explosive materials produced. If the respondent does not currently have adequate reso urces (technical, manufacturing, personnel, etc&) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely manner. If a respondent chooses to utilize the services of sub-tier sources or subcontractors, those v endors and subcontractors must also meet these criteria. A respondents available production capacity must be sufficient to manufacture/supply military grade RDX and HMX based explosives at a minimum quantity of 3.5M lbs/yr and a maximum quantity of 15M lb s per year to support a 5 yr. supply contract beginning FY08.
