Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-06-R-0149. The NAICS code for this proposed acquisition is 237990. Federal Supply Code is Y216. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain the services. The Corps of Engineers, New Orleans District solicits a capability statement from all qualified and interested parties to excavate approximately 18,900 CYS of material from the Inner Harbor Navigation Canal (IHNC) tailbay, immediately north of the IHNC lock, located in New Orleans, LA. The reach to be dredged is approximately 2,600 in length. Dredging will be required to -30 MLG over a 125 bottom width with 1V on 2H side slopes. A dredging tolerance of ? below the required grade of -30 MLG will be allowed. The quantity of material a ssociated with this tolerance is in addition to the 18,900 CYS which is based upon the above specified required theoretical dimensions. All dredging of the IHNC channel must be completed within 60-90 days following the issuance of the Notice to Proceed (N TP). The material shall be excavated via an environmental clamshell bucket, such as the Cable Arm Environmental Clamshell device, or another similar type bucket that a) minimizes re-suspension of sediments, b) minimizes the amount of water removed and t o be treated, c) reduces over dredging, and d) provides a venting system with rubber seals and overlapping sides. The excavated material will then be placed in adjacent sealed hopper barges. The material must then be transported to an LA DEQ Type 1 landf ill, via either a) enclosed/sealed barges, b) enclosed/sealed trucks, or c) a combination of both. The retained water must be offloaded and treated separately before it can be disposed of. The Government invites contractors with the capabilities necessar y to meet or exceed the stated requirements to submit Capability Statements consisting of: 1) Firms name, address, telephone & FAX numbers 2) Size Determination of firm: (Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Small Disadvantaged Veteran Owned Small Business, or Women Owned Small Business) and 3) past environmental performance jobs that have been completed, along with a POC. The Capabilities Statement for this sources sought is not expected to be a proposal, but rath er a short statement regarding the companys ability to demonstrate existing or developed expertise and experience in relation to the areas specified herein. Any existing marketing material may also be submitted with the Capabilities Statement. Submissio n of Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Offers that do not meet all requirements or submit within the allo tted time will not be considered.
