Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bidding (IFB) to award a firm fixed price contract for the Sanitary Sewer Line Upgrade. The project area is located at Fort Drum, New York. A bid bond is require d with submittal of the IFB. The project includes the construction of a new sewer line that connects the expanded Wheeler-Sack Army Airfield (WSAAF) Barracks and Army Modular Force facilities to the existing sanitary sewer connection point with the Develo pmental Authority of North Country (DANC) regional waste water collection system. The project includes construction of 23,050 linear feet of new gravity sewer line from County Route29 / Bagram Road through the South post area to the existing DANC sanitary sewer connection point. Two new pump stations with wet well pumps are required to complete the connection to the DANC system. The new sewer line includes connection to the existing lines at limited points along the main. Supporting facilities include w ater, sewer, electric and natural gas connections and information, communications systems connections to the lift stations, parking, access paving, sidewalks, fence around the lift stations, localized storm drainage, site landscaping, utilities and road cr ossings. The contractor will have 365 calendar days from the Notice to Proceed (NTP) for the project to be 100 percent completed. HOWEVER, the project must be operational no later than 1 January 2007. This procurement is being solicited as UNRESTRICTED , full and open competition to all business concerns and issued pursuant to the Small Business Competitiveness Demonstration Program with price evaluation preference for Hub Zone small business concerns in accordance with FAR Clause 52.219-4. The applicab le NAICS CODE is 237110 with a small Business Size of $31,000,000.00. The SIC CODE is 1623. The estimated cost range for this project is between $3,500,000.00 - $5,000,000.00. The successful Bidder must construct complete and useable facilities as descr ibed in the IFB documents If a large business, the successful low bidder shall submit an SDB Utilization Plan to include the following information: (1) Identification of each SDB concern proposed and the work each is to perform. (2) Targets expressed i n dollars and percentages representing each SDB concerns participation of the total contract value. (3) Total target value of all SDB participation expressed in dollars and percentages of the total contract value. The small business subcontracting goals for this procurement is 51.2 percent of the total subcontracting dollar value. Of that 51.2 percent, 8.8 percent should be placed with Small Disadvantaged Businesses. 7.3 percent with women Owned Small Businesses, 3.1 percent with Hub Zone small Busines ses, 3 percent with Veteran Owned Small Businesses.
