Description
THIS SOLICITATION, ORIGINALLY ADVERTISED UNDER SOLICITATION NUMBER W91278-06-R-0025 ON 09 NOVEMBER 2005 AND POSTPONED INDEFINITELY ON 13 DECEMBER 2005, IS BEING RE-ADVERTISED UNDER SOLICITATION NUMBER W91278-06-R-0064. IT SHOULD BE NOTED THAT THE AVAILABILITY OF THE SOLICITION DATE IS ON OR AFTER 05 MAY 2006. THE RESPONSE DATE FOR RECEIPT OF PROPOSAL IS JUNE 20, 2006. THIS ANNOUNCEMENT CHANGES THE TOTAL MAXIMUM VALUE AMOUNT FROM $120,000,000.00 TO $20,000,000.00. ALL OTHER INFORMATION IN THE ORIGINAL ADVERTISEMENT IS HEREBY CHANGED TO READ: The scope of work for this procurement will provide construction and installation of medical, dental, and administrative support facilities, as well as performance of site surveys and preparation of work plans related to such construction of DOD Army Medic al Facilities Nationwide, including Alaska, Hawaii and Puerto Rico. The Government contemplates awards of Indefinite Delivery/Indefinite Quantity contracts (not more than three) r esulting from this solicitation which will include a base year and two one-y ear options. Firm Fixed-Price Task Orders will be issued against the contracts. The total maximum value to be shared amongst all contracts awarded under this solicitation is $20,000,000.00. There is no guarantee that this maximum value will be distributed equally. Awardees will share this total value through a competitive task order award process. The requirement is handled by the U.S. Army Corps of Engineers, Mobile District, Mo bile, Alabama. Refer to document in request. Bid documents are available on or about 05 May 2006. Mr. Leo J. Hickman is Contracting Officer for this project. This procurement is an 8(a) Competitive requirement which will have a scope of work that includes both modular construction and limited traditional horizontal and vertical con struction incidental to the modular requirement. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitati ons. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must b e registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrat ion for plans and specifications should be made via FedTeDS.gov Internet Homepage. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register t heir firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor f ax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted change s or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper form at; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No.3: For this job, a small business is defined as having average annual receipts of less than $28,500,000 for the past three years. The purpose of the conference is to familiarize the offerors with the scope of work, address questions concerning the project, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minutes of the preproposal co nference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/. It is requested that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four from each firm. N ames of individuals from each company who will attend the conference should reach the following addressee no later than (5) working days prior to the conference.
